That's what they tell them, but nobody is really fooled by the lies. Not anyone who takes a deeper look, who understands the poverty in other nations. They don't believe what the Fire Nation tells them.
To commemorate the ones who lost their lives in the war, to show everyone that this is what they all fought for, that everyone has an equal fighting chance, and that the victors can remain glorious and do what they want with their wealth. Free from any rules.
They tell them that, but the last victors have all been Fire Nation.

Summary
