This starts shortly after Viktor saves Jayce from the ledge, and they begin developing Hextech.
In this universe, Hanahaki is real, but rare. Everyone knows the basic rule: You develop flowers when you love someone who doesn't love you back. Except that's not quite true.
The disease doesn't respond to whether the other person loves you. It responds to whether you believe they could. And Viktor is absolutely, fundamentally convinced Jayce Talis could never love him. So Viktor gets sick. At first, it's tiny...a petal stuck to his tongue after coughing.

"Classes have finished for today," Viktor said mildly, settling one hip against the sill. "Or was there some question of a physical nature you preferred to raise after hours?"
Jayce enters Zaun undercover, convinced that he is the knight on a white horse come to rescue Viktor. After all, his partner's disappearance left both their laboratory and Jayce's life in shambles.
As it happens, Viktor does not need rescuing. He has opened a school, acquired an accidental cult and attracted Silco's not-entirely-political patronage. He may, however, accept some hands-on assistance from a suspiciously overqualified miner.
Viktor recognizes "Jay" immediately. He lets the lie continue to discover how far the man telling it will go. Soon, the alias becomes less a disguise than an excuse to do everything Jayce and Viktor are still afraid to name.
Neither calls it foreplay, until they do.

Summary
In the authoritarian Demacian Empire, constantly at war with the magic-loving Noxus, the use of magic is punishable by death. So when a teenaged Viktor's power manifests, he is rightfully worried about his future. But unbeknownst to him, his parents, knowing this might happen, have a plan: when Viktor was two years old, he was betrothed to a boy from the Galactic Alliance, which has a much more lenient view of mages. Once Viktor and Jayce are married, he will be off the planet and out of the Empire's reach.
Grieved though he is to be leaving behind his parents and friends and the only world he's ever known, Viktor cannot help but be drawn to his new husband, and is more than willing to accompany his mate to the other end of the Galaxy.
What he doesn't realize until far too late is that he is a pawn in a much larger game, one that may threaten the survival of everyone he loves, both on Piltover and within the Empire.
