Shirley and River are tasered, kidnapped and left tied to chairs with only each other, their foul moods, and sarcasm for company. Not exactly the Friday night either of them planned. But why Shirley and River? Out of everyone at Slough House, why them? Sure, River had likely pissed off more than one wrong person at some point in his short but infamous MI5 career, and his last name made him a target for any number of people his grandfather might’ve fucked over during his apparently legendary time in The Service.
But, again, why them?

De Fontane smiles that too-big smile again. The one that doesn’t reach her eyes.
“Correct. Omelas is a Utopian city whose safety and prosperity depends entirely on the perpetual misery of a single child. Or person, in this case.”
“Is that the job? Keep a child’s life miserable for the sake of the world?"
“Well, we're not a utopia, that's for sure. And it’s not a child, it’s an adult man."
"So my job, around my other duties, is to keep one guy miserable?"
"Think more beige. Being miserable leads to an entirely different problem.”

If Bob is depressed, the world ends. If Bob is happy, the world also ends. It's your job to make sure neither of those things happen.
