Bakugou and Deku made a pact very early on that Bakugou would be the Number One Hero, and Deku would do everything in his power to ensure that the spot was his. They would reshape the world together into a new generation of heroes. Of course, over the years their relationship grew and changed and found a new depth.
Deku decides to pull a few (a bunch) of strings in order to get some quality alone time with his love while Bakugou's class gets attacked at the USJ.
