Summary
Danny stretched out as far as he could into the grass. “My mom cleans houses and she says that the ones who pay really well always have, like, a jug of water in the fridge. Not bottles or anything. Just a glass pitcher. Like for flowers.”
The redhead nodded. “And high ceilings! I think it’s so they can fit more balloons in when they throw parties.”
A girl scoffed. “That’s dumb.”
“I bet their clothes are really warm,” Danny said loudly. “And the minute their power gets shut off, they call the people right away to get it back on. And their shoes always fit, ‘cause if they don’t, then they just get new ones.” He dug his fingers into the dirt. “And there’s always food in the fridge and they all have pet dogs.”
Neal felt his own cheeks redden. It made his insides squirm, knowing that Peter and Diana and Jones were seeing all of this. He could just imagine them comparing the words the kid on the ground said with his present day behaviors, matching cause with effect like pairs of playing cards.
or, an artifact the team comes across sends them hurtling back into their own memories, and it's especially sensitive to Neal.

Summary
I don’t recall Neal crying on command in canon, but as a con artist it wouldn’t be out of the question for such a thing to be part of his skill set. And considering how uncomfortable Peter gets around people who are crying… there’s some fun to be had with that concept.
10 times Neal’s tears were fake + 1 time they were real
