Summary
They’ve done this before, too many times to count by now. The Avalanche agency has had a rivalry with the SOLDIER agency for a long time. Because of that, they’re more often than not enemies, on opposite sides of whatever mission they’re on. SOLDIER has a lot of competent agents, and they have a tendency to make life sour for Tifa.
With Zack, even though he’s shot at her and she’s had to knock him unconscious on more than one occasion, there’s a little sweetness to it.
