There are several options for omegas as they become old enough to mate. While all omegas attend finishing school - a required and highly revered education system- not all will end up taking the same route after graduation.
Those with a high dowry are those who passed with flying colors, are exceedingly attractive, and exceedingly fertile. And this exclusive breed of omega is not available for just anyone to pick from. Omegas of this class are sent to Omega Stores, where they are available for purchase.
Here, omegas are given their own displays where they do their best to entice browsing alphas, and alphas are free to "test drive" any omega to check for compatibility. Most omegas doll themselves up every morning to prepare for any potential suitors, always eager to secure a mate and go home with them. Makeup, pretty lingerie, anything to seem a little more dazzling than the rest.

Summary
Izuku's stomach turned over. He had told himself a thousand times that this was it. That the next time Kacchan started nesting, he'd shoot his shot. They were third years, and Kacchan was easily his best friend. He was also the love of his life. Every time Kacchan hit pre-heat, courting gifts would flood the dorms and Izuku would watch in terror as Kacchan inspected each one and then crumple in relief when he turned them down.

Summary
The Mandated Pairs Law was passed over fifteen years ago, furthering the divide between the three genders.
