He could have (should have) just made himself a neighbour or friend, someone near by to keep an eye on her - maybe a lodger in the neat little house the Tardis had given her… but the opportunity to take advantage of this ridiculous time period on this stupid planet where everyone was a walking stereotype and have the Doctor - the /Doctor/, great, mighty traveler who was better than everyone and everything else in the universe as his obedient little housewife was just too big a temptation to pass up.

The Doctor was never supposed to see her again. Thirteen had left Ruby on those church steps with the hopes that her daughter would be taken care of, and the Doctor could move on thanks to a well-placed memory wipe.
