Summary
Traveling with the TARDIS sometimes meant not to arrive where one planned to go, but to appear where Idris thought her thief needed to be. One ought to assume that the thief had gotten used to it by now, and that his chosen psychopath would know better than to expect the right version of him to arrive.
What they didn’t know – neither of both were true. It simply ran in the family.
And the Library made that clear enough on the day the Doctor met River for the first, River the Doctor for the last and the both of them their daughter to a time she shouldn’t have been there at all.

Summary
It is a truth universally acknowledged by anyone with any magical inclinations - that you did not fuck with the Endless. Not that anyone has seen them in centuries, with the exception of a few, but they are Not To Be Fucked With by every possible measure. It's a known fact - no matter the creature asking - be it fae, draconic, undead, or otherwise. To court the audience of an Endless is to court something far worse.
Hob never was the wisest dragon, and he freely admitted that.

The absence of Death is meant to be the end of all things - when the lights are turned off and all has Ended, there is no more.

When Death is captured by Burgess, as he intended, Dream, in order to prevent the fabric of the universe from tearing itself to pieces, needs to approach the one human who might be willing to help them to save it all to ask him for help. Hob's just thrilled to see his friend again.
