Sauron is learning to adjust to life in Númenor. He is reeling still from the loss of Morgoth and hoping to prove his survival worth it to his dark lord. The world of Men will fall, and he has come up with a cunning plan.
Ar-Pharazôn is a man, and like many men his weaknesses are obvious. If Sauron can play the subservient and doting prisoner, perhaps he can convince the kingdom of men to fall by its own hands. -
