Akutagawa’s back goes rigid and goosebumps litter his skin. He checks the Caller ID in disbelief, wondering if he mistook the caller for his boyfriend; but no, Atsushi’s name is right there, and Akutagawa’s gut fills with cold dread and a feeling that something has gone wrong. “Dazai-san?”
Wherein all it takes for Akutagawa Ryuunosuke to examine his conscience, his circumstances, and his connections is getting his secret relationship busted by his former boss.

Here’s a half assed summary
In this AU, Yokohama is cut off from the world, feared as a lawless place ruled by villains. Rumors claim its “ability users” are mindless monsters consumed by their powers, stronger than quirks and compared to Nomu—especially after the Ame-no-Gozen incident. Most heroes avoid Yokohama, as those who enter rarely return.
After Ame-no-Gozen, the people ame-no-gozen stabbed mysteriously revive, Fyodor vanishes, and Atsushi remains deeply traumatized. Around this time, Nezu discovers a traitor at U.A. and needs a spy young enough to blend in. Distrusting local detectives, he contacts Yokohama’s government, arranging both a peace gesture and a chance to study abilities. The Armed Detective Agency sends 19-year-old Atsushi, who can pass as a student, while only Nezu and a few staff know his true mission. Secretly, the Port Mafia also sends Akutagawa to infiltrate the League of Villains
