Them, Cecil has no hopes against. Not just because he doesn't know how to play their instruments and would be entirely out of his depth, but also because they're this generation's equivalent of musical prodigies without the genius.

Summary
Izuku couldn't remember his mother's hugs. He couldn't remember the way she smelled or how she looked when she smiled. He could barely remember her voice. All he could remember was the last words she said to him before he killed her.
His quirk was too powerful for a 4 year old to master and mix in the fact that it was in the middle of a villain attack? Yeah, it wasn't surprising that he accidentally killed 7 people with his newly awakened quirk.
Chains, he named it. He could create chains out of anything and maneuver them in any way. If it weren't for Eraserhead being nearby and able to turn off his quirk, he could have killed so many more people. In the end, the incident was enough to label him unadoptable due to his dangerous quirk. There were only two ways out of the Foster System for him. Either he aged out at 18 or some blood relation took him in.
Yeah, like that was ever going to happen.
