Summary
What Bruce wants to say is that Nightwing has other commitments, to Bludhaven, to the Titans. Even though he knows its not a good enough reason. Because what Bruce actually wants to say is that he wants to keep Nightwing as far from the worst of the threats as possible. His son, Dick, should have a different life, a better one. He'd hoped that moving to Bludhaven, leading the Titans would give him enough of the action that he was always seeking out but keep him from the worst of it. But Bruce is delirious with this many pain meds in his systems, and all the wires in his brain cross and fizzle out in a spark of electricity.
So what actually comes out is, "Because he's... Dick." Well, shit.
Or
Batman wished he missed the League's meeting to vote on new members, because Nightwing's nomination prompts his overprotectiveness to lash out. What's especially bad is that he'd had been way too hopped up on painmeds and now the League thinks he's bitter about Nightwing breaking up with him.

Kara said, "This stupidly rich celebrity family out of Gotham. Bruce Wayne is infamous for adopting a lot of kids. But we can't all be dating a Wayne, right?"
"It's not mathematically possible," Kon began. "Is it?"
The silence in the room was deafening. Roy seemed to be counting his fingers.

Roy Harper makes an off-hand comment about being invited to the Wayne Holiday Gala, and Artemis mentions that her and Wally have also been invited to the Gala. It doesn't take long for Jon, Kon, Kara, Steph and Clark to join in. They can't all possibly be dating a Wayne, right?

It wasn't like he'd sought out trouble in Gotham, he'd been tracking some mystery criminal from Central City and it had led him here. It wasn't even like he was looking for Batman. In fact, he was actively spending every second praying that he saw nothing of the Bat or the costumed children who'd been part of that god awful training from six months ago.
So it wasn't like Barry was trying to see Batman sneaking in through the back of Wayne Manor. And he was definitely trying to avoid thinking about what that meant about Batman's love life.

Barry knows that Batman and Clark are together now, so it’s really strange to see Batman sneaking around the back of Wayne Manor at midnight. Shit, is Batman cheating on Clark Kent?

Nightwing joins the Justice League and through a series of misunderstandings, the League jumps to conclusions about his relationship with Batman. Their conclusion: Batman and Nightwing are divorced.
