    Ok basically:

    Kobylu develops feelings for each other. Luffy, being Luffy, deemed the two of them dating as soon as he straightened out his feelings with Koby. Koby, on the other hand — is in denial about liking his teacher's grandkid. And Koby only finds out about his own relationship through gossip.
