The first thing Sakura recognizes as he slowly wakes up is warmth. And not only warmth, but pressure. Next he notices he is resting on something far too sturdy to be a pillow.
This is a chest, there is an arm around his back, his legs are tangled in someone else's (longer ones at that, his toes barely reach this mystery person's ankles). The last, almost rationale breaking realization is that there is a cheek resting on the crown of his head. Sakura feels a blushing heat spread from his ears to his shoulders. How in the world is he cuddling with someone!?

“I’ll be in your care, Sakura.” Togame let his name roll off his tongue, enjoying the sweet way it tasted as it lingered there. “And you’ll be in mine.”
Togame couldn’t help the warmth that festered in his chest. Cherry blossoms in full bloom, growing, taking hold of his heart that no longer felt like his own.
These feelings he held for Sakura were completely irrational, hopeless and pointless, the kind he’d probably look back on someday and laugh at. But perhaps, he rationalized to himself, if they made his whole world shine brighter, his heart light in his chest — it would be okay if he held onto these feelings for a little while longer.
OR/// The one where Togame falls first and harder, he doubts he has any real chance with someone as amazing as Sakura, but he'll be damned if he doesn't try his best anyway.

There’s no imminent war on the horizon. Shishitoren and Furin have become allies. Overall, life has gone back to normal and being on different turfs signifies that both gangs don’t have to interact all that often, if at all. So Sakura had no excuse to come to Togame, same as Togame didn’t have any excuse to invite Sakura to the festival that day.
But that’s the whole point, isn’t it? They don’t need excuses, because Togame said they were friends and friends can hang out and do stuff together without an ulterior motive.
It's as simple as that.

or; Togame realizes that he and Sakura are friends, but not as close as they could be. After spending more and more time together, he also comes to the conclusion that whatever feelings Sakura provokes in him, he wants to experience it more.
