Summary
Billy Hargrove hit Mike just a little bit harder, Max woke up just a little bit later and Mike Wheeler had always had shitty luck. He gets drugged, hauled to Russia and jabbed with so many needles that he doesn’t know where he began and the needles ended.
But it’s not so bad (He’s lying, it fucking sucks) at least he has the boy in the bed next to his, and relatively regular mealtimes and- Yeah, he's having trouble coming up with anything positive.
He just wants to go home, but the doctor and this strange new thing in his chest isn’t going to let him. That’s fine, he’ll just have to get himself out.

TLDR: Mike Wheeler gets taken to Russia, gets powers and has to figure out how to get himself the hell out of there without killing himself or getting killed first.

Vigilantism is defined as illegal and/or unlicensed quirk use with the intentional goal of rounding up, attacking, or otherwise apprehending criminals or otherwise in a manner emulating the tasks of heroes in an offensive or dangerous manner.
Izuku reread the definition a few times.
It wasn't as though Izuku had never heard of vigilantes. He even had notes on a few interesting ones. He knew illegal quirk use was probably a big factor in it being, well, illegal. He just hadn't realized quirk use was what made somebody a vigilante. It was sort of odd. He expected the definition to be more… inclusive, he supposed. What if somebody just didn't use their quirk? It couldn't apply to mutations unless they had emitter or transformation qualities, right? It couldn't apply to-
It couldn't apply to him.
He couldn't be a vigilante.
They couldn't arrest him for being one.
Or:
Midoriya Izuku ends up becoming a vigilante. Featuring Eraserdad, a very tired Tsukauchi, and Mic being the sanest adult here.

“He didn’t say monsters,” Paperboy rolls his eyes, which looks really funny since he is doing a headstand against the wall. “Don’t be dramatic, Finney.”
“Griffin said the words ‘slimy tentacle vines of unimaginable cosmic horrors’” Steve deadpans, still face down.
“That doesn’t immediately mean monster.”
