Yoru joins VP before Chamber, and tease every man (and woman) he found interesting but didn't really dating anyone. He just enjoy teasing other cause he knows he's hot and charming (in many ways). He said “Agents in VP cannot date civilian” to deny who’s not in the VP, and said “I will not date my peers” to agents in the VP (specifically, Phoenix). What a jerk, according to Jett, but she didn’t deny that she found Yoru’s hot too.
Phoenix was defeat by that, so he didn’t dare to forced the blue radiant to date him (or make love). The VP has strictly rules about consent when dating. Another reason is that Yoru pheromones is really strong, too strong for an Omega, which allow him not being affected by Alpha’s pheromones. So Phoenix can’t use violence to force Yoru dating, can’t use his pheromones because if he did, the one on fire probaly gonna be him, not Yoru, he couldn’t do anything.
But that ends when Chamber, the new again, being recruit.
Chamber is an Enigma, the dominant one. Yoru pheromones, or himself, couldn’t against Chamber.
Well, what happen next….

Victor accepts a photography job for his father with the intent of cutting all ties with the family once and for all at its conclusion. He didn't anticipate falling for the model, however.

From all the people Yoru knew, Phoenix had the purest soul. It was easy to read him like an open book and maybe that’s why the fire-radiant always ran into the battle without a proper plan - so no one would be able to predict his next step. But to be honest, Yoru couldn’t imagine Phoenix to think this through. Phoenix was impulsive and as far as Yoru knew, there was absolutely nothing evil in Phoenix’s mind. He played fair and square, finding no joy in hurting others, and would never torture anyone.
So how different could his mirror be, right?
But it turned out that Phoenix’s mirror was a completely different story.
