She was freezing so bad, her teeth chattering with cold, and the stormy and icy weather wasn't helping at all. In fact, the little girl thought it would get worse as time went on, the cold seeping into her bones and making her feel like she was going to freeze solid at any moment.

Summary
Now that Noelle knows properly about the dark worlds in Hometown, she has been slowly connecting all of dots and coming to the conclusion that all of the mysteries in this town are tied to the dark worlds in some way, especially the disappearance of her sister Dess.
She finds herself now a part of the Fun Gang, just hanging out with them as they try to uncover all of the mysteries, while also dealing with the fact that Kris was one of the largest mysteries at hand, and their interference was slowing down their progress. Costing time that Noelle isn't sure Hometown has.
My interpretation of Chapter 4 if Noelle had joined the Fun Gang in Chapter 3.

Don’t ask her how it happened because she doesn’t know. Just made like this, the supervisors at Kamino said it was a glitch in the system that made her the way she is. Clone Trooper 19580, more commonly known as Dagger, is a female clone. She doesn’t understand it any more than anyone else, but the superiors made sure that no one outside of them knew. Clones were expensive so they weren’t just going to get rid of her. They just taught her to always hide that she was a female, unsure how the other clones would react. Kaminoans were not ones to blindly trust the actions of others, even if the others were their own creations.
