James wants to encourage Harry to gain more confidence, so he dares him to go into a shop and get the prettiest thing there for 20 pounds.
Harry who gets out of the shop holding – a slightly confused – Regulus's hand hostage, almost screaming, "I found a pretty boy! And he was free!"
