There was a contrast in morality, education methods, hierarchy and almost everything more.Despite the lack of unity, The Stray Hunting Angels & the Port Analytical Defense Academy still had a mutual understanding to compromise an exchange program of sorts; in which a group of students would temporarily transfer for a span of 4-5 months. Only the fiercest, intelligent, respected, and most wealthy, would participate.
