Summary
A soft, slightly-eerily-emotionless Capitol voice filled the air. “It sounds like you’re interested in strategic dermal customisation. Would you like to view today’s featured arrangements?”
“Oh no,” Effie whispered. “It thinks we’re interested.”
A hologram bloomed just above the coffee table, displaying a smiling mannequin rotating slowly, skin adorned with unique constellations of freckles.
Haymitch watched in confusion.
Effie stared in horror.
Haymitch squinted at the hologram, pointing at a collection of freckles on its left buttock. “That one looks like a goose.”
“Would you like to save this design?” the voice prompted.
“We would not,” Effie said hurriedly.
Or, 'the one where Effie explains how freckles work to a tipsy (and possibly slightly high) Haymitch'.

Summary
There were so many things he could have said. So many things he’d fully intended on saying as he’d walked over to her room, hoping the words and courage would come to him once he was finally facing her – but he was a flawed, frightened man. So instead, as he searched her face for reassurance that perhaps she really was alright, he remarked on something safer, something he noticed hadn’t been there before.
“You have freckles.”
She wrinkled her nose slightly at the blunt observation, and that was the Effie he knew.
Effie's time in captivity deprived her of the modcons and creature comforts she's used to, relevantly a skincare product that evens skin tone and prevents pesky unwanted pigmentation (like freckles).

Summary
“I tried to telephone ahead, of course, but – well…” she gestured to where a telephone should’ve been, but a dent in the wall and exposed wire was all that remained.
“Anyway, I’m to–” she faltered for a fraction of a second, just long enough for Haymitch to notice “–stay here for the next two nights!”
To what now?
Entirely unseasonable weather brings the train forward, meaning Effie has to stay with Haymitch in the days leading up to the reaping. When one of her makeup bags (containing her “complexion enhancers”) goes missing, Haymitch makes a most interesting discovery (being that Effie has freckles).

Summary
“Keep them right there,” he instructed, voice low and level. “You don’t touch me, you don’t touch yourself, you don’t move unless I tell you, understand?”
Effie nodded silently. She’d suspected they’d end up here tonight; it wasn’t the first time they’d found relief in this sort of game. The pressure on her wrists was released as Haymitch sat back up, still appraising her, deciding his next move. Gone was the sense of urgency from earlier, the need to fill their minds with frenetic activity replaced by a stillness that was far more effective.

Effie is always “doing her job” – always running herself thin with the scheduling and organising and preening. Haymitch is always giving instructions as a mentor, strategising, out being seen, in control.
Except it’s nothing more than a thinly-veiled illusion. Haymitch has about as much control over the Games as a rogue fly that happens to make its way into the building; Effie has to look like she does what she’s told while really being in control of everything all of the time.
What happens when these two reach breaking point during the 64th Hunger Games? Sex, obviously. Just like always.

The phone slipped from his hand, crashing loudly to the floor. He heard Effie's distant voice from somewhere around his feet, asking if he was still there. His ears were ringing as he pulled the receiver up by its kinked and coiled cord with numb hands and returned it to his ear.
"Sorry, I thought you just said 'husband.'"
