It takes a whole minute for Ricky to process Hao's words, because Hao's stuttering as he speak, too drunk. And when he finally understands it, he grins, “Deal.”
Really, it's supposed to be a joke, or a simple delusional conversation between two drunk twinks.
Neither of them are expecting it to come true.
