you're right, i had that disconnect too. i read that 'shinsou's told he's going to be a villain for his quirk' and i think of midoriya and 'quirks can't be villainous!!!!!! they're tools!!!111!!!!!!' but that's not the point. or, well. it is the point, i guess, it's how they become friends. or how they can, whatever. not the point. villain = criminal but worse, because the heroes go after the villains and beat the shit out of them. that's a huge portion of their job. the police aren't supposed to go and beat the shit out of criminals. that's police brutality and everyone hates that. no, your end note, this entire fic where the characters talk about 'do you think he'll rob a bank? i would, if i had his quirk. do you think he'd kill someone?' really recontextualized everything for me, just like for you. thank you so much for posting this.

Or he didn't, anyway, right up until a seriously injured Todoroki collapses outside Bakugou's dorm-room door one night. That kind of thing is just -- hard to ignore. So now it's a mission: find out who the hell messed with Todoroki, and put a foot up their ass. Which would be a shitload easier if Todoroki would stop lying, but hey, Bakugou is always up for a challenge.

the bakugou characterization is amazing. shouto fell down the stairs and there's a hole in his lung. he's really badly hurt and this is haunting bakugou, okay, he can't stop thinking and worrying and helping and he's hurting himself and he doesn't even realize it. he doesn't care.
this fanfic is really unique; i've never seen such bakugou characterization. it's more human than i've read recently; i like it more than him being this.. curse monster. he's a person and he's capable of doing shit without telling people to die and fuck themselves. he's capable of caring about others. he may not be friends with shouto yet, but he's still caring. it's insane, acutally, how much he cares. it reminds me of the atlas six (book three) where.. someone was talking about callum about who felt the most and whoever it was thought it was libby but callum said it was tristan. he seems so stone-faced but he cares and he feels so deeply, and libby wears her anxiety on her sleeve but isn't like that. you see? bakugou was the only one effected this much. he was the only one there, sure, and everyone else was effected, hurt, upset, but they weren't as obsessive over it, in their care. they weren't ruining themselves over it.
