Steve’s breath caught.
Eddie squeezed his eyes shut.
“Just-” His voice shook violently. “Just don’t look at me like I’m not who you thought I was.”
Steve didn’t answer right away.
When he did, his voice was steady. “I promise.”
Eddie nodded once. That was all the permission he had left to give.

Summary
The thing was that Steve didn’t like Eddie. At least, not as far as Eddie could tell. He’d said something to Robin about it who brushed him off.
“Steve’s just being Steve. He likes you fine. He’s just… being Steve.”
Or... Eddie isn't sure when Steve started to dislike him so much, but he's more than willing to mess around with him when Steve confesses he has...something...he needs to get out of his system.
Eddie just wasn't counting on his heart getting involved along the way.
