Sam and Bucky are sent on a mission to destroy the last traces of the Winter Soldier program, only to discover that Hydra still has the Winter Soldier's conditioning records, alongside his trigger words, of which there are apparently several sequences of. The Avengers are forced to confront just how deeply Hydra's conditioning still controls him, while Tony's hatred over Bucky killing his parents keeps them at odds. Eventually, Tony is forced to use Bucky's trigger words himself and finally understands that James Buchanan Barnes and the Winter Soldier are very much not the same.
