Which meant they couldn’t do anything when it happened.
OR: After a fugitive escaped into Yokohama's borders to flee Heroes, Japan and Yokohama's already unsteady relationship comes to a stand still. With neither willing to back down, and the Public Safety Hero Commission at their tails. The Special Division for Unusual Powers outsources to the Armed Detective Agency.
The plan? Infiltration.

Summary

Ken Kaneki doesn't remember much about his life. What he does understand is that his relationship with UA is on thin ice. He has three strikes and then he's kicked out. It sounds so easy, but why does it feel so hard? Can Ken Kaneki do it? Can he become a hero? Or will he find his own way? Will he ever find out who those people in his dreams are?

So now the Pros Focus is on the big bad mafia. But if they were to focus on reforming Double Black, then the situation would be put in Double Black’s control.
And it would be disgusting to not save these orphans? Who had no guide in the world, who were forced and manipulated by evil men to be heartless killers by a brutal, unforgiving world?
I mean- have I mentioned they don’t have parents?
