Summary
Usopp has made his first steps to feeling like he belongs with the Straw Hats again after leaving them in the events of Water 7.
After being taken care by Chopper and Sanji to regain both strength and confidence (in my first story, "How to Belong Again"), he works to reconcile with each of his other crewmates from the East Blue - Nami, Zoro and Luffy.

Watching Usopp, a goofy grin plastered itself on Franky's face. This is what the workshop was meant to look like. Franky bounded back to the entrance, but Usopp shouted at him.
"Hey! You didn't tell me anything about the others!"
Franky's hand rested in the middle of the door, holding it ajar. He looked over his shoulder, smile still ever present.
"I know," he said. "Figured you'd listen closer if I said it was about them."
Then, Franky left, and Usopp sat with a screwdriver and Climatact.
This would be a good apology, right?

For the first time, Sanji is the one needing rescued.
“What is it?” Sanji asked, then rolled his eyes.
Usopp was too stunned for speech. Sanji muttered under his breath, striding over to the sniper and grabbing him by a shoulder, hard as a rock.
He didn’t budge under the touch, unmovable, stricken with an unfamiliar fear. He was used to being scared, and typically yammered his way through the fear, but this was a stone rolling in his stomach that tripled when Sanji touched him. Sanji was a place of protection – of comfort. If Sanji was scared, then what was going to happen to Usopp?
Usopp’s unfocused eyes captured glimpses of Sanji’s face, like inkblots, swirling from frustration and annoyance to concern. In the daze, Usopp did his best to pull himself back to reality, focusing on Sanji’s eyes, the curl of his brow, his nose, the cigarette that was too close for comfort and glowing with more heaved breaths. He was finally regaining a sense of stability, but then, the steading image of the man before him fractured.

Summary
Usopp is a Straw Hat again after the events at Enies Lobby, but he’s still battling with his sense of belonging. Sanji takes it upon himself to make sure the sniper is well-rested, taken care of, and fed.
“Do you believe you belong here?” Sanji rephrased the statement as a question.
Usopp hated a yes-or-no question. They were impervious against the endless reservoir of elaborated lies he prepared throughout his youth.
“Well, that’s a loaded quest–”
“Do you belong here?”
