Summary
Andrew is watching him from the desk. He doesn't see it so much as he feels it, the loaded weight of Andrew's steady gaze as he watches Neil try to make sense of the lazy haze overtaking his limbs. The floor is hard beneath him, carpeted and rough against the bare skin of his legs where his shorts have ridden up. He wonders how it would feel on his knees, if he were to crawl over to where Andrew has his legs spread, leaning comfortably on Kevin's desk chair. He wonders if it would burn.
Alternatively: Neil gets high for the first time. Andrew becomes his personal chew toy.

It’s a threat in every sense of the word, and Neil tastes bile in the back of his throat as his ribs ache in response. Then he’s pushing back, shoving Riko as hard as he can, sending him sprawling with surprise. Neil hears Kevin’s horrified gasp and Andrew’s bark of a laugh before the world is crumbling down again, static filling his mind. He stands completely still, hands clenching and unclenching around his racquet, until he feels Jean’s presence more than sees it.

"Can I try?"
It's a surprising question, though Andrew doesn't let the emotion show on his face, and he sits up from his position on the bed to get a better look at Neil. When he'd first lit up, Neil had been nervous, unfamiliar with the drug and its effects, so he didn't bother offering any to him. He knew firsthand that Neil didn't like feeling out of control, and the fact that he's drinking around the Foxes now is enough of a show of trust that Andrew didn't want to push it.
That doesn't mean Andrew isn't interested in seeing Neil high, though.
Neil smokes for the first time, but not before giving Andrew his "yes."

Neil knows exactly what he’s doing and the effect he has on Andrew. Andrew noses along his throat, tracing up the line of his jaw. “Tell me what you’ve been studying,” he murmurs quietly beside Neil’s ear.
Neil has talked to him about his math before and Andrew listens, always listens, so closely. Andrew likes it, likes to catalogue how interested Neil is in the subject, likes to understand the challenging parts that make Neil enjoy math so much. The answer is clear enough for Andrew to fill in. Trapped. The door locked.
Sheppards knows it too. It's exactly why he's left it for Andrew to fill in the blank.
The hypothetical cat: a promise, a tether. Something Neil should hate the idea of. And yet, apparently, something he is considering anyway.

Andrew mulls this over in his head. He thinks of Neil’s lingering gazes, of the recent reappearance of that warm blush on the tops of his cheeks. He considers, also, the inherent vulnerability of allowing oneself to be desired, and the shamelessness of desiring another. It’d make sense that Neil, both rabbit and fox, immense in his attempts to make himself minuscule, would be wary of something so terrifying.

Jean regrets asking almost the moment he does, not really wanting Kevin to stop. He’s wanted Kevin for years, and the soft touch of him is almost enough to kill Jean.
Kevin just shrugs, though. He leans a little closer conspiratorially, lips tickling Jean’s ear in French, “We’re good at keeping secrets.”
Jean curses under his breath with a rapid nod.
“Just watch Jeremy,” Kevin says, his breath a little shaky. Through Jean’s shorts, the tip of Kevin’s finger finds a vein. He presses down on that with a little more interest, following it up the length as Jean curls his hands in the sheets. “Just focus on the game.”
Kevin and Jean share a mutual admiration for Jeremy Knox. Then they share Jeremy.
