Summary
Throughout the latter half of 2016, one was hard pressed to go anywhere in Tokyo without hearing of the Phantom Thieves - vigilantes who sought to expose corruption and bring justice to criminals who, for various reasons, had evaded facing justice in a court of law. As their escapades escalated in scope and number throughout 2016, they became a topic of discussion across Japan and even overseas.
Now, though, they were slipping through the cracks. In the age of instant information, when old news is so quickly forgotten, even famous vigilantes who saved Japan from a criminal conspiracy years in the making could slip from the collective consciousness. At times, it almost seemed that in the mind of the wider public, the Phantom Thieves may as well have never existed at all.
Mishima Yuuki is the Phantom Thieves' biggest fan. He's not going to let them slip quietly into the annals of urban legend. He's going to dust off his old documentary plans and write up the most comprehensive guide to the legend of the Phantom Thieves that anyone in the Phandom has ever seen... with a little help from the Thieves themselves, of course.

Summary
When a party between the Investigation Team and Shadow Operatives ends with the discovery of a new threat brewing in a small town up north, everyone is quick to jump in and help.
