On the sacred timeline, Loki was never supposed to be properly disciplined. It was just the way it was; if he had been, he wouldn't have grown up to be exactly the man he had become and then cause the events he would go on to be a part of later in life.
So it was a good thing that at the TVA, he didn't have to be that man anymore.
Because when Loki decides to take a short, unauthorized jaunt around the office via Mobius's tempad, leading to Ravonna gently suggesting pruning him in response, Mobius can't think of any other consequence more fitting than a thorough spanking.
