Anyone of royal blood could claim themselves King, but if the crown and throne deemed them unworthy, it was not a title they would be able to keep claiming for long.
The opposition of the steel circlet and iron throne led to the demise of Viserys I Targaryen, though it took decades to do so—his son, however, was rejected much faster.
Just months into his reign Aegon found himself bruised, bloodied, and kneeling at his sister’s feet, begging her to take the crown before it took his life
He swore her his loyalty and pleaded for her to show mercy.
Rhaenyra thought it would be a waste to show him anything less when he looked so pretty on his knees—a fact Daemon wholeheartedly agreed with. It was convenient how they had the same taste in men, in addition to a seemingly never ending hunger for each other.

Summary
Viserys always let himself be led. And when having Dreams, it was a simple matter of following them as well. Dreams foretold the Doom. Dreams showed him a son. Dreams warned him of the dangers his daughter faced.
But he was not the only one to have them. The difference is that Rhaenyra understood the Dreams for the warnings they were.
As King Viserys debated with himself to name Aegon II, the first son with his second wife, as his heir, he believed that he was saving his daughter. As Rhaenyra watched, she knew it was the realm that would pay the price.
