There, nestled awkwardly against the base of the steps, was a child.
A girl. Young, eighteen months? Maybe twenty. Her cheeks were red from crying, and her nose running, her little fists clenched around a fraying scrap of blanket. No coat. Just a too-thin dress and tights, dusted with dirt and morning chill.
Regina’s breath caught in her throat. She took a step forward. The child flinched.
