All Midoriya Izuku knew was submission. His whole life he was ordered around or used like the weapon he was made to be. Kill that person, investigate this group, get information from that person, or annihilate everyone in sight.
One command that became very common since being gifted to Shigaraki was to “Lay there like a good doll and don’t squirm or try anything funny. You know what’ll happen if you do.” and he did. Shigaraki was possessive of his things, and according to him, Izuku was HIS doll. No matter how badly Izuku wanted everything to stop, it only ever got worse, because to rebel was not what his body was programmed to do. Too bad for the villains that Izuku’s mind didn’t agree.

Izuku was the first successful noumu. Gifted to the next leader, Shigaraki, in hopes of him learning how to lead and command a mindless and powerful army. Except Izuku wasn’t mindless, he was just trapped in a body that didn’t work the way he wanted it to. For now.
