Since all of Devil’s tricks against Cuphead hadn’t worked, maybe turning his sister against him would.
He managed to find her alone and approached.
“Hello again, Mugsy,” he grinned.
“Just go away, I’m not listening to anything you say,” she replied.
“Oh, really? But what if I said I could make you a REAL girl? What about that?”
“…..I am a real girl,” she sounded unsure when she spoke, questioning herself.
(Just what he wanted)
“Real girls don’t have a boy’s body,” Devil said. “Real girls aren’t like you, but… I can make your dreams come true if you help me.”
“….really?”
“Of course! There’s just one thing I need in return.”
“What is it?”
“…..your brother’s soul.”
“I-I can’t! No! I’m not sacrificing his life for my comfort!”
“You say that now, but I’ll be back in case you change your mind.”
And he disappeared in a blast of smoke.

It wasn’t until months later when Mugsy asked Cuphead if she was a real girl.
“There’s no such thing! If you feel like a girl and you say you’re a girl, then you ARE a girl,” he replied.
“But I wasn’t born one, and you used to have a brother-“
“Then I got a sister, the sister that had been there all along.”
Cuphead pulled his sister into a hug.
“You’re a girl, Mugsy, and my sister. If you say that’s who you are, that’s that, and don’t let anyone tell you otherwise. I love you.”
Mugsy smiled, “I love you too.”
