Subject: Transporter Duplication - LTJG Bradward Boimler
Captain Riker,
Thank you for contacting my office regarding yesterday's transporter duplication of your officer, Lt. (jg) Bradward Boimler. Please see the attached checklist and ask your appropriate officers (typically medical, science, and a transporter chief or chief engineer) to review it as soon as possible. In particular, please verify that a quantum signature check has been done to make sure that neither individual is from an alternate universe or timeline.
Assuming one does not have unexpected facial hair, have you considered recombining them?
Thank you,
Vice Admiral Gorm hop Gochul

Admiral hop Gochul,
As I understand from the quarterly JAG report on Stardate 57750, transporter recombination or merging is no longer allowed except for immediate life-threatening situations. Please advise.

Captain Riker,
Yes, I am aware of the Starfleet advisory memo issued following the release of the board of inquiry results for In Re: Tuvix. I was on the committee that wrote it, and one reason a flag officer such as myself is handling this matter directly is that we are still working on new regulations.
As part of the holo-training you and your command team received last month, you should have received some guidelines and a flow chart for this sort of situation. One reason I asked about recombination is that immediate action to reverse a transporter accident can avoid ethical and medical issues, as your officer(s) may not have not yet undergone much drift between their experiences and as such may be able to be recombined without risking memory loss, psychological trauma, or neurochemical psychosis. This would of course require mutual consent.
As such, your technical and scientific officers should carefully consider whether recombination is viable before the Lieutenants Boimler become distinct individuals.
Cheerfully yours,

Admiral hop Gochul,
My counselor, Commander Deanna Troi, has taken the lead on this matter. I have attached her findings, as well as our transporter chief's incident report. The short version is that she has concerns about psychological drift, and it's unclear whether merging is feasible without returning to the site of the incident.

Captain Riker,
Please thank Commander Troi for her prompt evaluation. My team concurs that recombination would not have been appropriate even if it had been technically feasible.
With that out of the way, we can now proceed with the creation of a new identity for one of your officers. Your checklist should include instructions on how to determine which, if either, is the 'original' and which is considered a 'duplicate'. If neither can be considered the original, things will be a bit more complicated regarding the disposition of things like real property and the position on the Titan. We will, of course, have to reassign one of them regardless.
With most sincere regard,

Admiral hop Gochul,
Our tests show that neither Boimler is an 'original'. Even if this were not the case, I would have to object to transferring one of them away from the Titan. The duplication occurred as a direct result of significant heroism on the part of Lt. Boimler. If it weren't for his actions in disabling the disruption field preventing transport, the entire away team would have been lost. This brave and creative behavior occurred before the split. I've put Boimler in for a commendation and it would be more than a little disingenuous to follow that up with removing him from his post.
Respectfully,

Yes, I understand that the Boimlers have served admirably and that it's especially unfortunate given the heroic circumstances of the duplication. However, I'm sure you of all people can understand why it's important not to have identical transporter clones on one ship, given the incident with the Defiant.
Thank you,

Oh less-felonious Riker,
Consider how much worse things could have been if Tom had stolen the Enterprise. (If, that were, someone had not gotten it destroyed by a sixty year old bird of prey with one twentieth its firepower.) For that matter, consider how even accidental mistaken identity could cause problematic results during a complex and high-stakes mission, like many of those your ship is involved with.

Admiral hop Gochul,
After discussing this matter with Commander Troi, I have decided to take the high road and focus on the situation the lieutenants Boimler face. She has reminded me of the importance of allowing them to grow as separate individuals. With that in mind, I will talk with them once you've provided me with the details of the transfer.

My most favorite of the Rikers,
Thank you for your understanding. Regrettably, there is not currently a comparable position on another Class One starship for whichever Boimler you do not keep. From a personnel position, the easiest thing to do would simply be slotting him back into his position on the USS Cerritos.
Think of it this way: he will (presumably) be back amongst friends. We will also take this into consideration when dealing with who gets other property and/or privileges. As with my third divorce, perhaps one person can keep the starship and the other keeps the family house?

Admiral hop Gochul,
While I initially intended to protest further - and make no mistake, I feel a demotion remains entirely inappropriate - I am pleased to report that one of the Boimlers has graciously accepted the transfer to the Cerritos. The one remaining aboard the Titan has decided to change his name. Commander Troi is going over the identity management paperwork with them now.
As a further note, as far as things like the "family house" and similar personal matters go, I urge you to consider that you're dealing with humans rather than a fellow Tellarite, and attempt to approach it in a more delicate manner. I'm sure an officer of your stature can manage that.

Oh Captain, My Captain,
I'm glad things seem to be working out. It's very convenient, not to mention noble, for William Boimler to allow his counterpart to keep the name. We will get the transfer orders issued immediately.
To clarify my last, I am not saying that they have to split their parents and other family. Legally the two of them are brothers and socially it's not my problem. I understand that's not quite how things worked out for you, but to be quite frank, your father has a reputation, and I am quoting the ambassador from Betazed here, as being a bluh bluh huge bastard.
Speaking of your relations, Thomas appears to have heard about this and has been sending my office complaints regarding the new proposed regulations. I've asked him to consider attending one of the consultative panels we're hosting. You yourself may also want to do so. I believe the nearest will be at Starbase 478 next month.

My dear Deanna,
Good to hear from you as always. Yes, I did see Lwaxana last week, although I believe the relevant human phrase is "a gentleman never tells."
Please inform William the lesser that I have grown tired of this entire affair. He can have the rank or he can have the original signed commemorative plates, and if he tries to have both he will find himself with neither. Honestly, he lives on a starship, why are those not backed up with replicator patterns anyways?
Yours as always,
Gorm

Subject: Welcome! - Association of Duplicates and Doppelgangers
Dear Bradward and William,
Greetings! I'm Naomi and I'm one of the members of the welcoming committee of the Starfleet Association of Duplicates and Doppelgangers. Your names were forwarded to us by the DPM-OSC.
You probably haven't heard of us before! We're a social group for those in and around Starfleet who have undergone a temporary or permanent event where you were duplicated, swapped into another reality, time traveled, or otherwise ended up in a situation where you were not the only you around. While people will tell you that statistically this almost never happens, given how large Starfleet is and how often we go poking at strange space phenomena, it turns out there's a surprisingly large number of us!
I personally have been a member almost since birth, although it took a while to make it official! While everyone on Voyager was very considerate, let me tell you that having some other people like me around really helped in adapting to some of the weird (and let's be real, often rude) questions and treatment I sometimes got after reaching the alpha quadrant.
I understand this may be a very trying time for you, and you may not want to join up just yet, especially if you feel like the 'real' you. But if you ever need an open ear or a tentacle to cry on, we'll be here for you. I've included several helpful documents and guide books. If you have any questions please feel free to chat with me or any other member. Who knows - there may be one or two on your own ship!
Sincerely,
Naomi Wildman

Subject: Duplicate Affairs Consultation SB 478
Captain Riker,
I wanted to thank you for that fascinating panel discussion. I think you and Chief O'Brien had some wonderful insights, both philosophical and practical, and that back and forth with Lt. Sekel Alef and Lt. Sekel Bet regarding trans-temporal issues was the sort of lively debate we all enjoy here at Starfleet. Honestly, these little consultations have me thinking we should schedule regular conferences, much like there is for time displaced persons.
I also wanted to let you know that Captain Freeman is very happy to have Ensign Boimler back and says he seems to be doing well. I'm sure you will be pleased.
Yours,

Admiral,
It was my pleasure to participate. I absolutely agree that a larger and more frequent con, either for duplicates or everyone under special circumstance's remit, would be a great idea. These little swing sessions were interesting but I feel like a lot of people may have been left out. The SADD has hosted some get togethers over the years but an officially sponsored conference eligible for continuing education hours and travel allowances would make scheduling for on-duty individuals much easier. I suggest contacting Lt. Kim, the current chair of the SADD social committee, regarding arrangements. You might also speak with Admiral Picard if you get any pushback as he's experienced several of these issues.

Captain Riker,
Thank you for notifying me regarding William Boimler's death. You're correct in that there are some additional steps that will need to be taken beyond the standard procedures. My office will contact the XO on the Cerritos regarding next-of-kin notification for Bradward, while the casualty support team at Starfleet Headquarters will handle his parents.
I understand that the lieutenant had his duplicate listed as the sole beneficiary of his will. Commander Troi can make standard arrangements for the transfer of any shipboard property. If you have any further questions, do not hesitate to call me on subspace.

Subject: Office of Special Circumstances 2380 Survey
Dear colleague,
Please fill out the attached survey for individuals who have experienced or been affected by incidents that fall under the purview of Personnel Division's Office of Special Circumstances in the past year. This includes situations such as:
- Transporter Duplication
- Transporter Merging
- Time Displacement
- Dimensional Dopplegangers (either them coming here or you going there)
- Cloning, Budding, Transphase Splitting, Etc
- Mind Digitization / Robotic Double
- Mental Transference (aka 'Body Swapping')
- Death or Spiritual Ascension - 1 stardate or longer in length
- Retroactively Created By Temporal Paradox And/Or Godlike Entity
- Any less common but similar situations that involve more than one 'you', as outlined in Starfleet Personnel Memo CRI-2278
This includes incidents which occurred in multiple time frames as long as part of it fell between the referenced year from our perspective. (You may also be asked to fill out a survey in your original time period and/or home dimension.) This survey does not include events where a shapeshifter, hologram, synthetic entity, biological twin, or other individual merely pretended to be you, or where you were reported dead but were not actually deceased. There will be separate questionnaires for those circumstances.. Please note that while most of the survey is anonymous, Section G marked 'Public Comment' is not.
Your response is both helpful and mandatory.
Sincerely,
Commander Laren Winn-Korrapati

Lieutenant Boimler,
My chief of staff has informed me that you have not replied to the recent survey regarding duplicated individuals. It is my firm belief that if a person who has spent the last year swapping at random intervals with their alternate from the sexy evil Vulcan dominatrix universe can find ten minutes to fill it out, so can you. Faking your death is not an acceptable excuse.
I do not care what sort of secret squirrel shit you are up to. You are not actually dead or out of communication. Therefore you will reply to this survey, or I will personally track you down to whatever edgy black-painted ship or starbase you're on and turn your nose into a proper snout. The power of Section 31 or Nega-Dark Ops or whatever you try-hards are calling yourselves this week is insignificant compared to my desire for accurate data.
