    It is 2006 and Luis Serra has been Pardoned, but in the time he has worked for the BSAA with Rebecca he not only has watched his lover suffer until the horrible treatment, Leon being sent on mission after mission with only enough rest to heal nesscessary wounds, but he's also uncovered something the government wants to keep secret.
