I know I've told you this many times before, but thank you again for the invitation. The party was truly extraordinary, and I'm glad Izumi is doing well. You probably didn't expect a letter from me so soon, but there is something I forgot to tell you during our meeting. I had the opportunity—very briefly—to talk to Azula, and I must admit I was relieved. After what happened after that Agni Kai, I was afraid that Azula would never recover. However, two weeks ago, I met a confident woman who feels part of the Fire Nation. I am glad that her mental state is improving and that Azula is no longer a threat.

I must admit, part of me will probably still be a little cautious when it comes to Azula. I know you've said many times that Azula was also a victim of your father and that she needs help and support, not to be treated like a criminal, but please don't forget how dangerous she can be.

Don't get me wrong, Zuko. I want to give her a chance. The Azula I met two weeks ago is not the Azula who looked at me with madness in her eyes four years ago. I'm really glad that her condition is much better and that, according to what she told me, she hasn't heard the voices for many months. However, I can't forget everything she did and the fact that she listened to your father for so long.

Again, don't get me wrong, Zuko. I trust your judgment. I'm just asking you to be careful.

Things are better with Azula. We are trying to repair our relationship, and I think it's working.

Azula has reasons to hate me. We all abandoned her—me, Mai, Ty Lee, our mother—with a monster named Ozai. We failed her, all of us—but in our defense, none of us expected what would happen to Azula.

As you know, Azula lives in the palace now. She is a princess of the Fire Nation and deserves to be treated as such. Her condition has improved greatly. She hasn't had an episode in a long time. I believe that things will only get better in the future.

It may sound strange coming from me, but I trust her.

I trust that Azula wants to be better. That she wants to change. That she wants to work for the good of the Fire Nation. And that she wants to rebuild our family with me.

You didn't see her, Katara, when she looked at Izumi. Azula adores and loves her, even if she denies it out loud. You didn't see her when she talked to Kiyi. Azula has accepted her as our younger sister and sometimes gives her advice on firebending.

As for our mother... I won't hide the fact that their relationship isn't the best. For many years, Azula was convinced that our mother didn't love her, and our mother was afraid of her. But I think they are both trying to repair what has been damaged. Is that enough? I don't know.

Every day, I pray to Agni for both Azula and my mother. I believe that one day we will be able to become a family again.

By 02:08, traces of a breach of external security and destruction of the main gate using an unknown form of concentrated energy (probably a non-metallic explosive weapon) were identified.

At 02:13, the body of the night shift commander, Lieutenant Hajime, was found at the checkpoint. A total of twelve guards were killed and seven others were seriously injured.

Ozai's cell was found empty, with signs of a struggle (broken floor, burned walls).

The lack of evidence of escape by sea or air may indicate a pre-prepared, hidden escape route or the use of jamming technology/camouflage methods.

Although there is no direct evidence of treason within the ranks, I would like to suggest particular caution regarding Master of Whispers Neira, who currently holds a position within the intelligence structures.

There is no doubt that Master of Whispers Neira is a highly competent, loyal, and influential woman. That is why it is worth remembering that in the past she maintained contacts with many members of the former court, including, according to unconfirmed information, a close relationship with Ozai himself. These reports were once dismissed as speculation, but in the current context they seem worthy of re-examination.

I realize that casting a shadow on a trusted advisor is a serious matter. I am not making any accusations, but merely appealing for vigilance. If someone from our ranks did indeed help the former ruler escape, I would look among those who are skilled at hiding not with a sword, but with words and information.

Former Fire Lord Ozai has escaped confinement and unlawfully declared himself ruler once more. His actions constitute treason and present a direct threat to the security of the Fire Nation and the stability of the entire continent.

You are ordered to execute the following without delay:

1. Assemble and prepare for immediate deployment all combat-ready units, with priority given to reconnaissance and air-support elements.
2. Appoint regional commanders to secure nearby provinces and to organize and oversee the safe evacuation of civilians from endangered areas.
3. Coordinate closely with intelligence services to locate the fugitive former Fire Lord Ozai and any known or suspected collaborators.
4. Treat any public or armed show of support for the usurper as treason. You are authorized to employ all necessary measures to neutralize such threats.

This order is binding and takes effect at once. Report initial dispositions and actions to my command as soon as practicable.

Following the recent War Council meeting, I wish to express my concern that you have expressed a desire to involve the Avatar's allies in the internal affairs of the Fire Nation.

Your Majesty, many of my people still remember the wounds of war. For them, the involvement of individuals from the Southern Water Tribe or the Earth Kingdom is not seen as helpful, but as a disturbing reminder of past humiliations. Their presence could be perceived as a weakness of the Crown and a pretext for other nations to interfere in our affairs under the guise of “support” or “stabilization.”

I do not question your loyalty to those who stood by you in the past. However, I ask you to consider whether an internal war should be resolved with the help of former enemies — especially when the loyalty of some of them to the Fire Nation has never been clearly expressed.

Avatar Aang, my Lord, although was your ally during the Hundred Year War and helped you claim the throne, is not someone our armies will easily accept. I would like to point out that his behavior during the war was disturbing, to say the least. His actions in the North resulted in thousands of deaths. He invaded our country's capital and then hid within its borders, sabotaging one of our factories in the Jang Hui Province. This led to the destabilization of the region, and the economic effects of this act are still visible today. Furthermore, during Sozin's Comet, he refused to kill Fire Lord Ozai, which is the cause of our current problems.

Avatar Aang's behavior clearly shows that, although he claims to be a proponent of peace, that peace does not mean the good of the Fire Nation. He has proven that he is ultimately willing to side with other nations—but not the Fire Nation. I fear that his presence on the battlefield may cause even greater division among our troops.

Master Katara of the Southern Water Tribe is a person whose abilities inspire fear. She was able to defeat Princess Azula at the height of her power. However, can we trust that this power will not turn against us? I would like to remind you, my Lord, that Master Katara wanted Hama the Blood Witch, a criminal responsible for dozens of civilian deaths, to be transported to the Southern Water Tribe instead of spending the rest of her life in prison, as she should have. Master Katara claimed that Hama the Blood Witch is a victim of war, but I would like to point out that the circumstances of Hama the Blood Witch’ imprisonment do not make her subsequent murders and torture of our citizens forgivable. To this day, we have not received clear information about the whereabouts of Hama the Blood Withc and whether she is free or in prison. Furthermore, Master Katara, like Avatar Aang, is suspected of terrorist activities in the Fire Nation.

Sokka of the Southern Water Tribe and Suki the Kyoshi Warrior, are currently at the South Pole. As is well known, the winter months are not good for traveling, and even sending a letter to them would be a great risk. Furthermore, both of them are responsible for destroying our airships and weakening our army, along with Toph Beifong. All three of them are responsible for the deaths of dozens of people in the flames.

I would also like to remind you of their actions during the Harmony Movement Crisis. Each of them was quick to assume the worst, declaring that you, my Lord, were the aggressor. How can we know if it will not be the same this time, and if they will not decide that their intervention is necessary—which could cost you or your sister, Princess Azula, your lives?

Your friends are not our friends. Their presence deepens divisions, weakens morale, and—worse—gives other countries a reason to interfere in our affairs. We cannot allow a civil war to turn into another great international war.

I beg you, my lord, as a General, as a servant of the Crown, and as a man loyal to your reign—reconsider this path. The Fire Nation must stand on its own. If we invite strangers into our homes, they may never leave them.

1. LOCATION OF INCIDENT:

Private residence of the royal family, north shore of Ember Island.

The entrance to the villa was not forced open – the use of forged authorization badges or internal betrayal is suspected.

2. CIRCUMSTANCES OF DISCOVERY:

Lady Ursa's body was found by domestic staff at approximately 6:40 a.m. The crime scene was immediately secured by the local garrison.

Despite the villa's isolated location, there were no signs of a struggle outside — everything points to a precise and deliberate act.

3. INJURIES AND COURSE OF EVENTS (according to Healer Yon Ta):

– The body bore numerous signs of physical violence: broken fingers, cuts on the forearms, burn marks.

– It is suspected that the victim was interrogated — probably in order to obtain information about the whereabouts of members of the royal family or old documents.

– Fatal wound: a single, deep stab wound to the heart area. Death was quick, though preceded by prolonged suffering.

Do you know who I met recently? Aatik. Remember, the Southern Water Tribe Ambassador? It was a really weird encounter because I was convinced she was still in the Fire Nation, but it turns out you sent her back about two months ago—two and a half? Anyway, you sent her back home without explanation why—which isn't very nice, Zuko, you could at least tell her why you did that.

But. Do you know why I only met her now? It turns out she was visiting her family in another Tribe and, accidentally, forgot to tell us about it. Rude. Seriously.

The operation was personally commanded by Princess Azula, in accordance with the decrees establishing her as the temporary Fire Nation Warmaster.

Course of events:

On the 25th, the march through Old Pass began. The enemy showed no activity, which was taken as a sign of retreat.

On the morning of the 26th, an ambush took place. Rebel forces, exceeding our expectations in number, attacked from the north and south, cutting off our lines of retreat.

Some of the troops were forced to retreat in disorder along mountain paths. Despite attempts to counterattack, control of the Pass could not be regained.

Casualties:

• An estimated 48 killed, 23 missing, 57 wounded.
• One of the engineering platoons was lost.
• The enemy captured some of the supplies and weapons from the supply convoy.

Remarks:

Princess Azula remained on the battlefield until the very end, personally attempting to break through the blockade. She was ultimately evacuated by her personal guard, despite sustaining injuries (non-life-threatening – medical details sent separately).

It is highly likely that the enemy gained access to maps and some operational documents. I recommend an immediate change of ciphers and command codes throughout the entire operational area.

Conclusions:

The failure was due to poor intelligence, an overly rapid pace of march, and a well-organized trap. Moral and organizational losses need to be quickly replenished and experienced officers need to be present.

After weeks of investigation and locating the enemy, Operation Dragon's Peak was carried out with the direct participation of Fire Lord Zuko and Warmaster Azula.

Course of the operation:

Fire Lord Zuko, and Warmaster Azula, supported by the Flame Guard and members of Team Avatar in the persons of: Sokka of the Southern Water Tribe and Toph Beifong, led a large-scale offensive against the rebel positions where former Fire Lord Ozai was hiding. The battle took place over a vast area around the estate and surrounding fortifications, involving numerous units from both sides. After intense clashes and heavy losses among the rebels, a direct duel ensued between former Fire Lord Ozai, his supporters, and Fire Lord Zuko, Warmaster Azula, and the Flame Guard.

Despite being unable to use bending, former Fire Lord Ozai put up strong resistance, but was ultimately defeated and mortally wounded.  Due to the chaos of the final moments of the battle and conflicting witness accounts, it was not possible to determine conclusively whether the decisive blow was dealt by Fire Lord Zuko, Warmaster Azula, or a member of the Flames Guard.

After the death of former Fire Lord Ozai, Fire Lord Zuko, Warmaster Azula, Sokka of the Southern Water Tribe, and Toph Beifong, supported by the Fire Guards, provided cover for the troops and effectively neutralized the remaining commanders loyal to former Fire Lord Ozai, leading to the final defeat of the rebel forces.

Circumstances of death:

Former Fire Lord Ozai died from a firebending strike to the chest. Death was instantaneous. The body has been secured and is currently being transported to Caldera. After verification by representatives of the Royal House and the Chief Medical Officer, the identity and death of the former ruler have been officially confirmed.

Strategic significance:

The elimination of former Fire Lord Ozai marks the end of the greatest threat to the stability of the throne. The conspiratorial structures of his supporters are in the process of being dismantled. The operation was successful, with no losses among the command ranks and the full recovery of conspiratorial documentation and weapons.

First of all, I would like to apologize for not being in touch over the last few months. Aang and I have been quite busy with matters at the Air Temples and trying to find airbenders. On top of that, we encountered some minor issues with the Spirits (I will tell you more about that when we meet), which left us cut off from the world for weeks.

I suppose that's why we missed a lot of letters; and even if some did reach us, there's a good chance we're no longer where they arrived. I'm very sorry for the situation. 

We arrived in Ba Sing Se today and learned that you canceled the Peace Summit that was supposed to take place in the summer. Is this related to the fact that the Fire Nation's borders have been closed for months and that Ozai escaped? I guess you ordered this to make sure Ozai doesn't try to escape the country, but to be honest, this situation has been going on for a little too long.

I spoke with Iroh, and to be honest, I'm worried. Iroh told me that you haven't replied to his letters in months, which you've never done before. In addition, Iroh has tried several times to enter Fire Nation territory, but he has always been refused, saying that it was your order. As you probably know, former Fire Lord Ozai was freed by a group of loyalists on the 11th month of last year. His supporters attempted to storm the capital, and when they failed to capture it, they retreated north and occupied the area throughout the winter and part of the spring.

It is with great sadness that I inform you that former Fire Lord Ozai is dead. He died on the battlefield in the province of Enkai, which he had taken control of at the very beginning of the rebellion. Ozai is not the only victim of the rebellion—Lady Ursa is also among the dead.

I'm not sure how much you know, so let me summarize the current situation: Ozai's escape from prison was carried out by the Loyalists—those who supported Ozai and Azulon. I can't believe I'm actually doing this, slipping a note under your door like you're a little kid.

Stop hiding in your room. I know things didn't go well with Azula, and she was right about some things, but that doesn't mean everything she said is true.

First and foremost, what happened WASN’T your fault. I don't blame you. Zuko doesn't blame you—he said so himself! Katara doesn't blame you. Iroh doesn't blame you. Mai doesn't blame you. Ty Lee doesn't blame you. Toph doesn't blame you. Suki doesn't blame you.

If anyone here was to blame, it was Ozai. Yes, you didn't kill him five years ago, but that doesn't mean that everything that happened in the Fire Nation was solely your fault. I won't deny that many things would have been easier if you had killed him then, but that doesn't mean you caused the civil war in the Fire Nation. I don't recall you being the one who freed Ozai. 

Five years ago, you acted according to your morals and didn't kill Ozai. You were twelve years old and didn't want to become a murderer.

A few weeks ago, Zuko acted in the best interests of his country and gave the order to kill his father.

I won't pretend that what happened was justice. I won't pretend that anything that happened was okay.

Would there have been a war if Ozai had died five years ago? Maybe not. Maybe yes. There's no point in speculating about a potential future that didn't happen. What's done is done.

Would the war have ended sooner if you had shown up? Maybe.

But remember, Aang: Zuko asked for your help too late.

He had many opportunities to do so. He could have sent a letter to each of us, describing how serious the situation was BEFORE deciding to close the borders. He chose not to. Maybe he didn't want to put us in danger. Perhaps he didn't want to involve us because he felt he didn't need outside forces in his country. Perhaps he wanted to prove that he was a Fire Lord worthy of ruling the Fire Nation. Or perhaps he simply wanted to handle it himself.

Aang, Zuko knew that if he had just asked us for help, if he had explained everything, told us how serious the situation was, we would have been here in the blink of an eye.

Instead, Zuko didn't ask us for help. He closed the borders, which only complicated the whole situation — he probably didn't even know how many letters Iroh or Toph wrote to him. Tui and La, me, Suki, and Toph had to practically force our way into Fire Nation territory!

Also –  I am almost entirely convinced that someone was monitoring your correspondence and deliberately keeping you and Katara in the dark. You couldn't do anything about it because you DIDN'T KNOW what was going on.

Stop blaming yourself for something that isn't your fault. Talk to Zuko about it. Besides, I'm convinced that right now it will be important to show the world that YOU are on Fire Lord Zuko's side.

You didn't fight him during the civil war. You didn't take part in that conflict. That's true.

But right now, you're in the Fire Nation. We're all in the Fire Nation. And I have a feeling we won't be leaving here for a while.
