From the Royal Palace
Royal Caldera, Fire Nation
Sokka of the Southern Water Tribe,
It is with great joy that I inform you of the birth of my daughter, Izumi, and cordially invite you to a celebration of this occasion, which will take place on the 12th day of the 8th month of the 4th Year of Heika in the gardens of the Royal Palace in Caldera.
Your presence would be an honor for me and my family.
The celebration will be an intimate affair, attended by close friends and allies. The program will include speeches, tea, dinner, and the first official presentation of Princess Izumi to the world.
Please let me know if you will be able to attend.
Sincerely,
Zuko
Gran-Gran,
I will be away for a while.
I will be back in a month or so.
Sokka
PS. Oh, and Suki is coming with me.
Zuko,
No offense, but why the formal tone?
You know very well that I will be there anyway.
Get the cooks ready.
Sokka
P.S. Seriously, why the formal tone? Admit it, you hired someone to write this invitation for you.
Sokka,
With all due respect, don't nitpick.
It's called etiquette. Something you're unfamiliar with.
Sincerely,
Zuko
P.S. I wrote this. How many official letters do you think I've had to write over the last few years? I can be formal and polite when I want to be.
Dear Jin,
I didn't get a chance to tell you before I left, but I'm expecting a new shipment of tea. I'm very sorry to ask this of you, but would you be able to unpack it and store it in the warehouse? It's one of the best tea blends that has come from Omashu.
Everything has already been paid for.
Thank you in advance for your help.
Mushi
Dear Zuko,
I know I've told you this many times before, but thank you again for the invitation. The party was truly extraordinary, and I'm glad Izumi is doing well. I know I keep saying this, but she really is amazing. Zuko, you will be a wonderful father to her. I believe Izumi couldn't have better parents than you and Mai.
You probably didn't expect a letter from me so soon, but there is something I forgot to tell you during our meeting. I had the opportunity—very briefly—to talk to Azula, and I must admit I was relieved. After what happened after that Agni Kai, I was afraid that Azula would never recover. However, two weeks ago, I met a confident woman who feels part of the Fire Nation. I am glad that her mental state is improving and that Azula is no longer a threat.
I must admit, part of me will probably still be a little cautious when it comes to Azula. I know you've said many times that Azula was also a victim of your father and that she needs help and support, not to be treated like a criminal, but please don't forget how dangerous she can be.
Don't get me wrong, Zuko. I want to give her a chance. The Azula I met two weeks ago is not the Azula who looked at me with madness in her eyes four years ago. I'm really glad that her condition is much better and that, according to what she told me, she hasn't heard the voices for many months. However, I can't forget everything she did and the fact that she listened to your father for so long.
Again, don't get me wrong, Zuko. I trust your judgment. I'm just asking you to be careful.
I wish you all the best,
Katara
Dear Katara,
Things are better with Azula. We are trying to repair our relationship, and I think it's working.
Azula has reasons to hate me. We all abandoned her—me, Mai, Ty Lee, our mother—with a monster named Ozai. We failed her, all of us—but in our defense, none of us expected what would happen to Azula.
As you know, Azula lives in the palace now. She is a princess of the Fire Nation and deserves to be treated as such. Her condition has improved greatly. She hasn't had an episode in a long time. I believe that things will only get better in the future.
It may sound strange coming from me, but I trust her.
I trust that Azula wants to be better. That she wants to change. That she wants to work for the good of the Fire Nation. And that she wants to rebuild our family with me.
You didn't see her, Katara, when she looked at Izumi. Azula adores and loves her, even if she denies it out loud. You didn't see her when she talked to Kiyi. Azula has accepted her as our younger sister and sometimes gives her advice on firebending.
As for our mother... I won't hide the fact that their relationship isn't the best. For many years, Azula was convinced that our mother didn't love her, and our mother was afraid of her. But I think they are both trying to repair what has been damaged. Is that enough? I don't know.
Every day, I pray to Agni for both Azula and my mother. I believe that one day we will be able to become a family again.

My Lord,
Allow me to once again offer my sincere congratulations on the birth of Princess Izumi. The news of her arrival has touched our hearts—it is truly a joyous time for the entire Fire Nation. We believe she will grow in wisdom, strength, and gentleness, worthy of her name and heritage.
There have been many changes in our household as well—my son Ryoji recently turned three, and with each passing day he resembles his grandfather more and more, much to the pride of our entire family. Recently, as we discussed the future, my wife remarked with amusement that it would be interesting if our children got to know each other better when they grow up. Of course, this is just a parental fantasy – but what a pleasant one.
As always, we remain at yours disposal, serving with loyalty and respect.
Sincerely,
Jujinta Takeda
Head of the Takeda Family
Ty Lee,
Did you see that letter? Shall we laugh about it together?
More seriously, my dear cousin Jujinta has decided that uniting our families is the perfect way to strengthen our country.
Yes, before you ask, I know that Jujinta is not my cousin, but a very distant relative who boasts a connection to Fire Lord Taiso I, my great-great-great-grandfather. Yes, I know it's such a distant connection that this kind of union wouldn't be strange. Yes, I know my family likes to keep power close to home, and yes, I know we desperately need the Takeda family, even though five years ago they happily burned the Earth Kingdom.
But honestly? Izumi is only a few months old. A few months, Ty Lee. I'm not going to betroth my daughter when she's only a few months old.
My actions make sense, right?
Zuko
Zuko,
Thanks for writing to me! I didn't expect to receive a letter from you so soon!
To be honest, I'm not surprised by your cousin. You are the Fire Lord. You said that the gender of the child doesn't matter to you when it comes to inheriting the throne. It's obvious that people will want to try to betroth Izumi to their children. That's politics.
Of course, that doesn't mean Izumi has to marry for political reasons! Besides, maybe she'll fall in love with her future husband? Just look at you and Mai! Your marriage was political, but your love is real!

Takeda-dono,
We gratefully accept your warm words of welcome to our daughter Izumi. Your kindness and loyalty to the Crown, as always, remain a source of comfort and support to us.
We are also delighted that young Ryoji is thriving and already bringing pride to his family. Children are our hope—and regardless of the times we live in, they are the ones who will shape the future of the Fire Nation.
We smiled at your comment about our children possibly meeting in the future. While this is undoubtedly a nice thought, we would like to point out that our daughter's future belongs first and foremost to her. We believe that time will tell which path she chooses – and our job is to provide her with the space to grow up in freedom, responsibility, and awareness of her own choices.
In such personal matters, we trust that the natural course of life will bring the best answers – based on mutual respect, understanding, and maturity.
With respect and best wishes to your family,
Fire Lord Zuko,
Fire Lady Mai
Ty Lee,
Don't you want to come to Caldera?
Zuko has already burned seven letters in one day.
I won't be writing letters for him forever.
Mai
Mai,
I'd love to come see you! Thanks so much for the invitation! Training on Kyoshi Island takes up a lot of my time, so I don't know exactly when, but thanks again for the invitation!
I'll be there as soon as I can!
Tell Zuko that burning letters may not be very good for his complexion! And it probably sets a bad example for little Izumi!

To the attention of: Takeda Jujinta, Head of the Takeda Family
Jujinta,
My old friend. How are you? I hope all is well with you. Unfortunately, my mother's health has recently declined, so we were unable to come to Caldera; it's a shame, because we heard that the party celebrating the birth of Crown Princess Izumi was beautiful.
I must admit, I've heard many other rumors as well. Tell me, is it true that old Mei Mei really got married? I find it hard to believe. It seems like just yesterday we were running away from her as she chased us around the room with a broom. Seriously, tell me, is it true?
Speaking of marriages. Is Fire Lord Zuko seriously considering his daughter's engagement? Although I've heard that it's just talk for now and he mostly refuses the suggestions – what about your Ryoji? He's not much older than Princess Izumi, right? Tell me, because I don't know if it's true or not, but I heard that the Fire Lord wasn't interested in the children meeting each other. Is that really true? Because it sounds like nothing but gossip to me. Jujinta, you are the head of the Old Takeda Family, the Governor of Enkai Province, a descendant of Fire Lord Taiso! It's strange that Fire Lord Zuko isn't begging you to come to the capital for the opportunity to meet Princess Izumi.
Right, and how is your sister, Nikki? How old is she now, ten? Ten, right? You still haven't found a match for her, have you? Listen, would you like to come visit me sometime? I know a lot has happened since the war and that you're still a little mad at me, but hey, it's been five years.
Listen, Jujinta, I'll be honest with you. What has been established for generations does not always have to remain unchanged. Maybe it's time to look to the future with courage and wisdom, and if necessary, choose your own path, even if it goes against the grain.
I look forward to hearing from you and hope we can meet soon to talk about everything over a true fire.
Your friend,
Rin Takahashi

Dear cousin Zuko,
I'm not sure if I should bother you with this, but please take a look at the letter I recently received. I hope it's just my paranoia, but pay attention to Takahashi-dono's last words. They are clearly different from the rest of the letter. It's as if the tone of the letter changed—too suddenly, too quickly.
I am particularly concerned about the last part. What do you think true fire is?
Jujinta
Neira,
Check this letter. I don't like it.
Rin Takahashi wrote to Jujinta.
When did Rin Takahashi get out of prison? I was convinced he was supposed to be in Boiling Rock for another ten years. He is a murderer and a war criminal. I don't recall giving my consent for his release.

Head of the Takeda Family
Dear cousin Jujinta,
Thank you very much for the information. I hope this is just an exaggeration, but you are right: it is better to be cautious. Please also be careful with Rin Takahashi. You know very well that this man has a lot of blood on his hands, which he shed under my father's orders.
Thank you for your immense support.
Zuko
My Lord,
Rin Takahashi has been conditionally released from prison before the end of his sentence due to his exemplary behavior during his stay. The decision to release him early was made by the relevant penitentiary authorities after a positive assessment of Rin Takahashi's attitude and cooperation.
Since leaving Boiling Rock, Rin Takahashi has spent most of his time at his family estate in Kyokuma Province. No incidents or situations indicating a breach of public order have been reported.
Monitoring of Rin Takahashi's further activities is ongoing.
Neira
P.S. My Lord, allow me to be unofficial. We cannot ignore the fact that Rin Takahashi used the phrase “true fire.” I suggest increasing the guard outside your father's cell.
Captain Takashi,
Increase the number of guards at the Capital Prison. In particular, near the cell of former Fire Lord Ozai.
Fire Lord Zuko
Zuko,
How are you? How's little Izumi? Still screaming as much at night as before? I knew the Fire Nation Royal Family was crazy and loud, but this little monster? She definitely got her lungs from you.
Okay, just kidding. Please don't burn this letter.
Seriously, don't burn it.
Izumi is adorable. Super adorable. But you know, you guys have gotten me into trouble. Suki is starting to talk about kids. And I'm not ready for that. I'm not even engaged!
Should I get engaged?
Zuko, seriously, should I get engaged? I don't know what to do. Please advise me. Everyone around here is getting married. And yes, yes, I know that you and Mai got engaged quickly for the sake of the Fire Nation and to avoid a succession crisis, blah blah blah, but seriously. Me and Suki. What do you think?
Sokka
P.S. This may be one of my last letters for a while. Winter is coming, and from what Gran-Gran says, it could be a really nasty one. At worst, we'll be completely cut off from the world. Maybe you want to send us some firebenders to help us melt the glaciers so we can travel in winter?
Sokka,
Don't be silly.
Suki loves you. You love her.
Get engaged at the right time. Don't do it because of time pressure. Or your surroundings. Nothing bad will come of it.
Mai and I got married because we had been engaged since I was eleven. We had known about it for a long time. Our marriage, although political, works well because we are able to trust and support each other. And, in case you don't remember, we had been a couple for a long time.
If you feel that the time is right, get engaged. You have my support and blessing. But if not, don't do it.
Zuko
P.S. 1. You don't have to bother replying to this letter for the next few months. Think about it calmly. You have time.
PS.2. Really, Sokka? You want me to send Firebenders to the South Pole? Do you want this to be seen as a declaration of war? Your people still don't trust Firebenders, and honestly, they have their reasons.

Cousin,
Allow me to express my concern about recent events in the north. Takahashi-dono has stopped responding to my letters, even though I have sent him many. I sent people to his residence, but they say it’s empty.

Report No. 037/11/004/DY
Subject: Security breach at Capital Prison,
Date: 14th day of the 11th month of the 4th year of Heika
Reporter: Captain Takashi, Central Guard
- Introduction:
On the 14th day of the 11th month of the 4th year of Heika, at 02:13 a.m. standard time, a serious security breach occurred at Capital Prison (classification: maximum security). Unknown perpetrators broke into the complex and freed a prisoner – Ozai, the former Fire Lord.
- Course of events:
According to current findings:
At 02:03, three main alarm systems (north section, east section, and main chamber) were deactivated.
By 02:08, traces of a breach of external security and destruction of the main gate using an unknown form of concentrated energy (probably a non-metallic explosive weapon) were identified.
At 02:13, the body of the night shift commander, Lieutenant Hajime, was found at the checkpoint. A total of twelve guards were killed and seven others were seriously injured.
Ozai's cell was found empty, with signs of a struggle (broken floor, burned walls).
The lack of evidence of escape by sea or air may indicate a pre-prepared, hidden escape route or the use of jamming technology/camouflage methods.
- Status of former prisoner:
Status: Missing.
Threat Level: Extreme.
Probable Motivation: Destabilization of the current political order, revenge, possible contact with anti-monarchist or loyalist groups.
- Actions Taken:
- All ports and border crossings have been placed under the highest level of control.
- An order has been issued for the immediate capture of Fire Lord Ozai – dead or alive.
- Recommendations:
- Declaration of a state of emergency in selected provinces.
- Increased protection for members of the royal family.
- Classification of the incident as secret until the first phase of the investigation is complete, to avoid panic or action on the part of sympathizers of the former regime.

His Majesty, Fire Lord Zuko
Your Majesty,
With the utmost respect, I would like to share a few observations that, in light of recent events, may prove important to the security of the Crown.
Following the release of former Fire Lord Ozai, many of us are concerned about possible internal leaks within the intelligence structures. Although there is no direct evidence of treason within the ranks, I would like to suggest particular caution regarding Master of Whispers Neira, who currently holds a position within the intelligence structures.
There is no doubt that Master of Whispers Neira is a highly competent, loyal, and influential woman. That is why it is worth remembering that in the past she maintained contacts with many members of the former court, including, according to unconfirmed information, a close relationship with Ozai himself. These reports were once dismissed as speculation, but in the current context they seem worthy of re-examination.
I realize that casting a shadow on a trusted advisor is a serious matter. I am not making any accusations, but merely appealing for vigilance. If someone from our ranks did indeed help the former ruler escape, I would look among those who are skilled at hiding not with a sword, but with words and information.
With loyalty,
General Takechi
Mother,
Everything is fine.
We are safe. All of us. Me. Mai. Izumi. The palace is safe. There was an attack, but none of us were hurt. Fortunately, Mai and Izumi were far away. They didn't even see the assassins.
I am obliged to inform you that Ozai has been freed. An investigation is underway, and all forces have been mobilized to find him. I will not rest until he is recaptured.
Please do not worry.
Everything is fine.
To be on the safe side, until we are certain that Ozai has been captured, I suggest that you, Ikem, and Kiyi move. Not so much hide as move to a safer place. Ozai may try to attack you.
Be careful.
Always yours,
Zuko

Cousin,
My people have noticed unrest in the north. I may be wrong, but I have a feeling that someone is gathering an army. Considering Ozai's escape, the massacre at Capital Prison, and the assassination attempt at the palace, I dare say we have reason to be concerned.
The Enkai Province and the Takeda family have always supported you. Therefore, I am formally requesting your support at this time (attached to this letter). If there is a threat, we will be the first to be attacked.
Always loyal,
Jujinta
To: Commander Miyo Ren, Special Operations Command
Subject: Reconnaissance mission in Enkai Province
Based on information received from Lord Jujinta and reports of unrest in the northern region, I order the immediate dispatch of a reconnaissance unit to Enkai Province for the following purposes:
- To identify possible movements of illegal or rebel forces.
- To assess the security situation in the area.
- To establish contact with the Takeda family and cooperate with them.
- To report any irregularities directly to the Command in Caldera City.
- To confirm the whereabouts of Rin Takahashi and verify his loyalty to the Crown..
This mission is strictly reconnaissance. Engagement with hostile forces is prohibited unless explicitly authorized. Should enemy mobilization be confirmed, report immediately and await further orders.
The Enkai Province and the Takeda family are to be treated with caution and respect. Maintain discipline at all times.
Fire Lord Zuko
Proclamation of Fire
To all loyal citizens of the Fire Nation,
To the chiefs, commanders, soldiers, and families who have not forgotten the glory of the Empire:
I, Ozai of the Royal House, declare that I am no longer a prisoner. For years, I have been held captive, humiliated, and silenced by those who called their cowardice a “new era of peace”.
But fire never dies—it only smolders, only to flare up even more powerfully.
The Fire Nation was once great. Our ships sailed all the oceans, and our will shaped the world. Today, under the rule of the usurper Zuko, who befriends the enemies of our ancestors, our nation is weakening. His “peace” is submission. His “justice” is chaos, compromise, and shame.
But the time of betrayal is coming to an end.
I call upon those who remember—those who have not bowed their heads, who believe that the Fire Nation was not created for penance, but for leadership. I call upon the true sons and daughters of fire to rise up and restore our power.
I call upon you to cast the liar from the palace, to unite under the true banner of the Phoenix.
A true ruler does not ask.
He commands.
And he returns.
Ozai, Rightful Fire Lord of the Fire Nation
Notes:
If anyone needs to know when exactly this story is happening, the answer is: 4 years after Ozai’s defeat. I went with the similar era calendar as it can be seen in Japan aka the new era (and year count) starts with the new ruler. I decided not to keep AG (after Genocide) naming because I doubt that the Fire Nation would be using this calendar.
I mean, we didn’t change our calendar because of Hitler killing millions of Jews in Europe. And, of course, the Air Nomads population wasn’t’ as big, but I doubt Sozin managed to kill all of them in one year. Perhaps Air Nomads were helped by the citizens of other nations, or even some Fire Nation soldiers/civilians (some kind of Avatar’s Schindler). And even if they all were killed in one year, Sozin & other Fire Lords would definitely not call this a genocide, because they were trying to justify their actions. Zuko, on the other hand, wouldn’t like to count years from the genocide, as he was trying to tell the world that the Fire Nation is changing. Reminding everyone of the genocide would be a very bad idea.
For the same reason, for the Earth Kingdom, I will be using “Earth Year”, and add 1110 to a years after the genocide (‘cause I’m lazy, and want to make it clear in which year the story is happening).
Jujinta is just a random OC – a discant relative whose’s connection to Zuko and Azula can be find here. I used him because I needed someone living in the Northern part of the Fire Nation to write to Zuko. That’s all.

Royal Palace in Caldera
Direct order — to be carried out immediately
To the attention of:
General Mak, Commander-in-Chief of the Fire Nation Army
By my authority as Fire Lord, I order the immediate mobilization of all units under your command.
Former Fire Lord Ozai has escaped confinement and unlawfully declared himself ruler once more. His actions constitute treason and present a direct threat to the security of the Fire Nation and the stability of the entire continent.
You are ordered to execute the following without delay:
- Assemble and prepare for immediate deployment all combat-ready units, with priority given to reconnaissance and air-support elements.
- Appoint regional commanders to secure nearby provinces and to organize and oversee the safe evacuation of civilians from endangered areas.
- Coordinate closely with intelligence services to locate the fugitive former Fire Lord Ozai and any known or suspected collaborators.
- Treat any public or armed show of support for the usurper as treason. You are authorized to employ all necessary measures to neutralize such threats.
This order is binding and takes effect at once. Report initial dispositions and actions to my command as soon as practicable.
General, I know I can count on you. It is the duty of all loyal citizens to defend the Nation from the return of tyranny. We are not just fighting for the crown—we are fighting for the future of our nation.
Trust and fire,
Fire Lord Zuko
Ty Lee,
You mentioned something about wanting to come to the Fire Nation?
To be honest, I would advise against it at this time. A group of my father's loyalists have freed him. Two weeks ago, thy tried to kill me, Mai and Izumi. I hear that an army loyal to my father is gathering in the North.
I'm not saying this to scare you. I'm saying this because I want you to know that traveling to the Fire Nation is highly inadvisable at this time. I can't promise you that the country is safe or stable.
Ty Lee. I mean this in all seriousness. Stay on Kyoshi Island. Please.
Zuko
Hey, Huan,
Sorry for the sudden message, but I have to go see some old friends!
See you later,
Your friend,
Ty Lee
Aang,
I hope everything is going well for you. How is the restoration of the Eastern Air Temple coming along? You mentioned earlier that you managed to find descendants of the Air Nomads. I'm glad they wanted to travel with you and Katara.
I assume you've heard the news from the Fire Nation. Let me confirm the current situation: Ozai is free. There is great social unrest in the country. If you have some time, would you like to come here? Perhaps your presence could help.
Zuko
Hey, Zuko!
How are you? I'm fine! The restoration of the Eastern Air Temple is going well, but we're planning to move deeper into the Earth Kingdom soon! Apparently, someone saw airbenders, and this time it doesn't look like a false lead! It could be a real airbender!
As for Ozai, how bad is the situation? We're pretty busy here, but Ozai doesn't have his bending, right? So he shouldn't be a threat. It's just one person.
Let me know if you need my help. You know I'm always willing to help you.
Aang
Zuko,
I read Aang's letter. Tell me honestly, how bad is it?
We're busy, yes, but not that busy. I don't like that Ozai managed to escape. Do you know how it happened?
Aang says he's just one man, and he cannot bend, but Zuko, he's still the former Fire Lord. I don't know if we should underestimate him.
Just say the word and we'll come.
Yours,
Katara
My Lord,
Following the recent War Council meeting, I wish to express my concern that you have expressed a desire to involve the Avatar's allies in the internal affairs of the Fire Nation.
Your Majesty, many of my people still remember the wounds of war. For them, the involvement of individuals from the Southern Water Tribe or the Earth Kingdom is not seen as helpful, but as a disturbing reminder of past humiliations. Their presence could be perceived as a weakness of the Crown and a pretext for other nations to interfere in our affairs under the guise of “support” or “stabilization.”
I do not question your loyalty to those who stood by you in the past. However, I ask you to consider whether an internal war should be resolved with the help of former enemies — especially when the loyalty of some of them to the Fire Nation has never been clearly expressed.
Avatar Aang, my Lord, although was your ally during the Hundred Year War and helped you claim the throne, is not someone our armies will easily accept. I would like to point out that his behavior during the war was disturbing, to say the least. His actions in the North resulted in thousands of deaths. He invaded our country's capital and then hid within its borders, sabotaging one of our factories in the Jang Hui Province. This led to the destabilization of the region, and the economic effects of this act are still visible today. Furthermore, during Sozin's Comet, he refused to kill Fire Lord Ozai, which is the cause of our current problems.
Avatar Aang's behavior clearly shows that, although he claims to be a proponent of peace, that peace does not mean the good of the Fire Nation. He has proven that he is ultimately willing to side with other nations—but not the Fire Nation. I fear that his presence on the battlefield may cause even greater division among our troops.
Master Katara of the Southern Water Tribe is a person whose abilities inspire fear. She was able to defeat Princess Azula at the height of her power. However, can we trust that this power will not turn against us? I would like to remind you, my Lord, that Master Katara wanted Hama the Blood Witch, a criminal responsible for dozens of civilian deaths, to be transported to the Southern Water Tribe instead of spending the rest of her life in prison, as she should have. Master Katara claimed that Hama the Blood Witch is a victim of war, but I would like to point out that the circumstances of Hama the Blood Witch’ imprisonment do not make her subsequent murders and torture of our citizens forgivable. To this day, we have not received clear information about the whereabouts of Hama the Blood Withc and whether she is free or in prison. Furthermore, Master Katara, like Avatar Aang, is suspected of terrorist activities in the Fire Nation.
Sokka of the Southern Water Tribe and Suki the Kyoshi Warrior, are currently at the South Pole. As is well known, the winter months are not good for traveling, and even sending a letter to them would be a great risk. Furthermore, both of them are responsible for destroying our airships and weakening our army, along with Toph Beifong. All three of them are responsible for the deaths of dozens of people in the flames.
I would also like to remind you of their actions during the Harmony Movement Crisis. Each of them was quick to assume the worst, declaring that you, my Lord, were the aggressor. How can we know if it will not be the same this time, and if they will not decide that their intervention is necessary—which could cost you or your sister, Princess Azula, your lives?
Your friends are not our friends. Their presence deepens divisions, weakens morale, and—worse—gives other countries a reason to interfere in our affairs. We cannot allow a civil war to turn into another great international war.
I beg you, my lord, as a General, as a servant of the Crown, and as a man loyal to your reign—reconsider this path. The Fire Nation must stand on its own. If we invite strangers into our homes, they may never leave them.
With the utmost respect,
General Takechi
Azula,
Am I really just a puppet ruler?
Zuko
Zuzu,
Really?
You're asking me that?
You are the Fire Lord. Do what you think is right. Kill if you have to.
This is no longer a joke. Ozai is gathering an army.
We are at war.
Do you need the Avatar and his allies to win our war? I don't.
Would their presence be useful? Of course it would. It would be foolish not to use them.
Would our people be happy about it? Of course not. Half the people who serve Ozai aren't working for Ozai. They're working against the Avatar. Too many people have lost family in the North, too many people fear what the Avatar might do to us. And that's why they want you gone, because you're publicly known as the “ally of a mass murderer.”
Do the armies you command support the Avatar? Probably yes. Half of our country fears the Avatar, so they want him dead; the other half fears him, so they prefer him as an ally rather than an enemy. The third half considers the Avatar their hero and is ready to kiss the ground beneath his feet.
You are the Fire Lord, Dum-Dum. Act like the Fire Lord and think about what would be best for our people.
Azula
Azula,
There are three halves.
Thank you for your advice.
Zuko
PS. You know very well that what happened in the North was not Aang's fault. He had no control over it. He was not aware of what was happening. Besides, he was only trying to protect people.
Zuko,
Really? Is that what you're going to focus on?
Azula
Aang, Katara,
Thank you for your words and support.
The situation is under control at the moment. You're right, Ozai is just one man. I'm sorry I bothered you with this.
I hope you manage to find the Airbenders. This is a great opportunity for you, especially for you, Aang.
Forgive me for this short letter,
Zuko
Dum-Dum,
If you die, I swear I'll kill you.
Tell me where to go.
Azula
Azula,
STAY WHERE YOU ARE.
PLEASE.
Zuko
Cousin,
Your sister is terrifying. I don't know how she ended up in Enkai, but me and my people owe her our lives.
We're moving south. Enkai isn't safe.
Jujinta
Cousin,
Azula is your cousin too. Be nice to her.
Be careful. I sent Commander Miyo Ren to you, did he arrive?
I forgot to tell you when I last saw you—if you receive any information from a woman named Neira, please let me know immediately.
Zuko
Zuko,
Jujinta is incredibly pathetic. I don't know why you want to keep him around at all. Your so-called “Commander Miyo Ren from Special Operations Command” is just as pathetic.
In the future, send more benders here.
Who is Neira?
Azula
Azula,
Please don't call my people pathetic. Commander Miyo Ren has served in the army for years. And Jujinta is Jujinta.
General Takechi will meet with you shortly. I have ordered him to regain full control of Enkai Province. I would go with them, but another army is gathering in the east, approaching the capital. We suspect they want to take us from two fronts - north and east. For now, we are fighting for control of Natsuo Province.
Neira is - or rather was - my Master of Whispers. She gathered various kinds of information for me, but I haven't been able to contact her for some time. Besides, she lied about Rin Takahashi—you may not remember him, but he is the head of the Takahashi family, one of the soldiers who served our father. A war criminal, he was one of the first people to be tried after the war. He was supposed to spend more than a decade in prison, but, unbeknownst to me, he was released on parole.
Zuko
Dum-Dum,
Really?
You have no control over your own spies?
I'm starting to have doubts about whether I'm on the right side in this war.
Azula
Azula,
You know how to cheer a person up.
Mai
Mai,
Why are you reading my letters to Zuko?
Azula
OPERATIONAL REPORT NO. 078/07 – INTERNAL GUARD COMMAND
Date: 16th day of the 12th month of the 4th year of Heika
Subject: Intercepted correspondence of potential strategic importance
- Location of incident:
Ryokuta Province – southern checkpoint, port area.
- Subject:
One letter secured during a routine inspection of merchant transport, carried by an intermediary of unverified status. The correspondence was hidden in the bottom of one of the crates containing dried herbs from Omashu.
- Addressee:
Bao Tenrim, House Tenrim
- Operational note:
The content of the letter suggests the existence of a political correspondence network. There is a risk of incitement to rebellion or consolidation of forces around the former Fire Lord Ozai.
APPENDIX 1: Intercepted letter – copy of the original content
To the attention of: His Excellency Bao Tenrim
House Tenrim | Shu Jing Province | Earth Kingdom
Dear Lord Tenrim,
Many years have passed since we last walked the streets of Shu Jing as sons of the Empire, bringing its light to lands that would otherwise remain in chaos.
During that time, many have forgotten to whom they owe their order and prosperity. Others, in the name of weakness disguised as peace, have turned away from the traditions they once believed in. But not all.
I send this letter with news that, though unofficial, will soon be impossible to ignore. The Lord of the Flame, Ozai of House Sozin, is alive and has been freed from unjust imprisonment.
You are no longer Governor, but the memory of you and your achievements lives on among the people. Your loyalty has never been forgotten—neither by the people nor by those who still believe that the Empire can return to its former glory.
I know you have influence, that your former soldiers still answer your call, and that your city still has a heart that beats with fire.
The moment of trial is coming soon. We are ready to rid ourselves of the Usurper. United by the past, we will reclaim the future.
In the name of the Phoenix,
A.
- Recommendations:
– Verify the identity of the sender (initial “A.”)
– Intensify surveillance of former Shu Jing Colony Governor's contacts
– Expand correspondence monitoring in the southern zone
– Forward a copy directly to the Royal Palace
Approved by:
Commander Daiki Saejima
Operations Commander – Internal Guard
Uncle,
Mai says I should write to you, so I am.
I won't hide anything. The situation is bad. Ozai has been freed. I have almost no control over the North. A second army is gathering in the east. The capital was under siege for two days, but we managed to push them back and force them to move the fighting to the Natsuo Province. Half of my Generals and Commanders have deserted, and those who remain loyal to me are either disappearing under strange circumstances or remembering their families.
And honestly? I don't blame them. My cousin Jujinta asked me for support. Before I could send troops to him, I learned that Enkai Province had fallen. Azula went to Enkai and managed to help them, but it wasn't enough. Ozai didn't manage to seize power in a single day, so he retreated to the North, where he has his supporters.
I don't know who to trust. Neira, my Master of Whispers, turned out to be a traitor. I don't know how much my father knows. Sometimes I feel like his troops are everywhere. Sometimes I feel like I've seen more battles in the last three weeks than in my entire life.
This is a civil war, Uncle.
Soon I will issue an order to close the borders. My advisors say that if other countries learn of the rebellion in the Fire Nation, they may be inclined to attack us and take advantage of the chaos.
Uncle, I need your help.
The situation is bad. Mai and Ty Lee are doing their best, but I'm afraid we'll lose everything soon.
I need you.
Zuko.
Uncle,
I hope you're doing well. I heard you opened a second store in Ba Sing Se. Congratulations!
You must have heard about what's happening in the Fire Nation. You don't have to worry about anything. The situation is under control.
Zuko
Royal Decree No. 117/12
By virtue of my rights as Fire Lord of the Fire Nation,
in light of the ongoing threat to the stability of the state resulting from the unlawful actions of the former ruler and his alleged collaborators,
and in the interest of the safety of citizens and the maintenance of public order,
I hereby decree the following:
- The borders of the Fire Nation are closed with immediate effect.
Crossing the borders by land, sea, or air requires direct authorization from the Royal Palace or the Central Defense Command.
- No letter, parcel, or message shall leave or enter the realm except through approved diplomatic channels.
Local authorities are required to intercept and detain all unauthorized letters, packages, and messengers.
- Garrison commanders, provincial governors, and military and civilian port leaders are personally responsible for the implementation of this decree.
- Any violation of the above provisions will be treated as an act of treason, punishable by the highest penalty provided for in martial law.
This decree shall remain in force until revoked and shall be enforced immediately.
Signed on the 22nd day of the 12th month of the 4th Year of Heika
at the Royal Palace in Caldera
Fire Lord Zuko
To the attention of: King Kuei of the Great Earth Kingdom
From your devoted friend and ally,
Your Majesty,
I hope these words find you in good health and peace of mind. Although distance separates our lands, my thoughts often return to your wisdom and foresight, which have saved our nations more than once.
As you have surely heard, flames of conflict have ignited in the heart of the Fire Nation—brother against brother, and the old order is losing its power. Civil war is not only tearing their society apart, but also weakening the authority that until recently seemed unquestionable.
Is this not the time for the Great Earth Kingdom to look at this opportunity with reason and prudence? To build the foundations of lasting peace and security for our people in the shadow of chaos?
I know that Your Majesty is always guided by the good of your people, so I trust that every move will be thoughtful and wise. However, let me remind you that fortune favors those who can see opportunity where others see only turmoil.
With devotion and respect,
Men Xin
Member of the Earth Council
Men Xin,
For the LAST time, I repeat: I am not interested in what is happening in the Fire Nation. I am not interested in their situation.
Firstly, these are only rumors, and they are unconfirmed. Yes, the Fire Nation closed its borders after Fire Lord Ozai fled, but that does not mean that there is a civil war going on in the country!
Second, I remind you that we currently do not have the resources to attack the Fire Nation. Our country is still in the process of rebuilding. I will not destroy it just to attack a country ruled by my ally. Have you forgotten all the agreements we made with Fire Lord Zuko?
Thirdly, even if there is civil war in the Fire Nation, it is in our best interest to wait. If Ozai and Fire Lord Zuko are fighting each other, let them do so. Let them tear each other apart. Ultimately, it is Fire fighting Fire. Even if Ozai wins, he will not be able to attack us after the civil war. If Ozai wins, it will give us the opportunity to march into their land and let them taste blood and steel.
At this moment, I do not wish to resume conflict with the Fire Nation.
Kuei
King of the Great Earth Kingdom

OPERATIONAL REPORT
Reference number: 47-G/L
To: Fire Lord Zuko
From: General Jang Ren, Northern Front Command
Date: 05th day of the 1st month of the 5th year of Heika
SUBJECT:
Report on the confirmed death of General Mak
It is with deep regret that I inform you that on the 4th day of this month, in the Kyokuma Province, General Mak was killed in an ambush organized by unidentified armed forces, most likely inspired by supporters of the former Fire Lord Ozai.
General Mak's unit was moving towards the eastern fortifications to secure the borders there when the attack occurred. Despite immediate retaliation, the enemy took advantage of the terrain and their numerical superiority, inflicting heavy losses on our forces.
General Mak was fatally wounded while attempting to evacuate a wounded lieutenant. According to eyewitnesses, he died with honor, remaining with his soldiers until the end.
The General's body has been secured and transported to Caldera. Details of the funeral ceremony will be determined after consultation with the family and your decision, my Lord.
With the utmost respect,
Gen. Jang Ren
Commander of the Northern Front
Azula,
Stop torturing Jujinta. He is terrified of you.
Please return to Caldera. There is something I would like to discuss with you privately.
Zuko
Dum-Dum,
He should be afraid of me.
I still haven't received answers to my questions. Why does Mai read my letters to you?
Azula
Mother,
Forgive me for not writing to you in such a long time. I hope you, Kiyi, and Ikem are safe.
I don't want to scare you, but the situation is not safe. We currently have no control over the north. Fighting continues in the east.
I am sending Yumi to you with this letter. She has saved my life more times than I can count. She will give her life for you if necessary.
Be careful,
Zuko
Fire Nation
Imperial Palace, Caldera City
Royal Decree No. 001/01
By virtue of my rights as Fire Lord of the Fire Nation,
in the name of the stability of the Fire Nation and for the safety of its citizens:
I hereby declare the following:
- Princess Azula, daughter of Lady Ursa, is hereby appointed Fire Nation Warmaster, effective immediately.
- In light of the current threat to internal order and for the sake of my daughter, Crown Princess Izumi, I hereby decree that:
Princess Azula shall serve as the Acting Heir to the Throne until Crown Princess Izumi reaches the age of majority and can officially assume her rights of succession.
- This decision was made based on strategic skills, loyalty to the Fire Nation, and ensuring continuity of power in times of uncertainty.
May this decree be a sign of unity and strength that cannot be broken by intrigue or betrayal.
Signed on the 11th day of the 1st month of the 5th year of Heika
at the Royal Palace in Caldera
Fire Lord Zuko
Zuko,
You made Azula the War Master of your army? And the Crown Princess?!
Ty Lee
Ty Lee,
Yes, I have.
Do you have a problem with that?
Zuko
Mai,
Please tell me Zuko hasn't completely lost his mind, because I've learned that Azula has been made Warmaster and Crown Princess.
I love Azula, don't get me wrong, but this is Azula. Have you forgotten how dangerous she can be? She threw us in prison. She tried to kill Zuko. And she was the one who came up with the plan to burn the Earth Kingdom. She tortured Suki, Huan, and Shan Yu. Do you really want to forget that? Explain it away by saying she was afraid of Ozai, that she had to obey him.
She tortured people, Mai. People I love.
How can you give her so much power now?
Ty Lee
Ty Lee,
Zuko isn't crazy. He knows what he's doing.
This is a decision we made together.
Azula is not an ally of Ozai. She has been working in the North for weeks. Her presence is very useful. After General Mak's death, we need someone we can trust. Azula is not Commander-in-Chief, Ty Lee. The position of Warmaster is more of a title. It means that Azula is above the Generals, but still below the Commander-in-Chief. In the event of a crisis, however, she is able to command the army, speaking on behalf of Zuko.
If, Agni forbid, something happens to Zuko, Izumi would be his successor. Izumi is not even one year old. She is not capable of ruling. I would be able to rule as Lady Regent, but I don't think the army would follow me.
Azula has war experience. She conquered Omashu and Ba Sing Se. People trust her.
Azula had mental problems, I agree. She made many mistakes. But that doesn't mean we are innocent here. We all abandoned her, Ty Lee. Me, you, Zuko, Lady Ursa.
I'm not going to do that again.
I know Azula has made many mistakes. But Azula is trying, Ty Lee. You haven't seen her lately. You've been living on Kyoshi Island. But I've seen how hard Azula is trying. She truly regrets what she's done. She deserves a second chance—and now she's our greatest ally.
Yes, it may be a mistake, I won't deny it. But Zuko trusts her. I want to trust her too. I'm not asking you to do the same, just as I won't ask you to forgive her, but please, at least try to tolerate her new position. We are at war. We cannot fight amongst ourselves.
Mai
Operational Report
Date: 17th day of the 1st month of 1115 Earth Year
Operational Unit: Correspondence Control Department, Ba Sing Se, West Station
During the filtration of incoming mail to the Capital City of Ba Sing Se, letters originating from within the Royal Capital of Caldera were found. The addresses were Toph Beifong (Attachment 1) and former Fire Nation General Iroh “Mushi” (Attachment 2).
In accordance with the rules governing correspondence from the Fire Nation, the letters were secured and forwarded for further analysis. The addressees were not informed of their existence.
Attachment 1:
Toph,
Before you start yelling at me for not responding to your letters (if you actually sent any, it's hard to keep in touch with the outside world because of the blockade), I apologize. But hey, I specifically gave orders for this letter to reach you, so maybe you'll stop being so mad at me.
I'm not sure how much information you're getting from the Fire Nation, but I think you'd be interested in what's going on. I won't hide it—the situation is bad, and I can't promise that I'll be able to win this fight.
I don't want to involve you in a war that isn't yours, but the current situation doesn't look too good. I know I'm asking a lot, but would you be able to come here for a little while? I won't ask you to fight or shed blood, but I would sleep much more peacefully knowing that someone I trust is close to my family. Besides, your ability to sense liars would be incredibly useful—at the moment, I can't trust half the people I talk to.
I know you're busy, but I would appreciate it if you could come to Caldera.
Zuko
Attachment 2:
Uncle,
Forgive me for my long silence.
As always, I want to let you know that we are all safe, sound, and healthy. You probably can't get the latest news from the Fire Nation, so I want to update you on the latest developments: The North is completely under the control of Ozai and his allies. The eastern provinces are divided—I control part of them, and Ozai controls the other part. Azula has joined the fighting, and it would not be an exaggeration to say that it is only thanks to her that we were able to get our people out of the northern provinces.
I won't hide the fact that I am worried about Azula. When I wrote to her with the news that Father had been freed, I expected her to come to the palace and stay there, or to lose interest in the war. Instead, Azula decided to go North and fought side by side with General Mak and my cousin Jujinta for several weeks. I know her mental state has been better lately—she finished her rehabilitation a long time ago and hasn't heard voices in over a year, and she was recently able to spend some time with our mother—but I can't help worrying about her. I never wanted Azula to return to the battlefield, but this time Azula gave me no choice. She did what she thought was right. I am grateful to Agni only for deciding to side with me rather than with my father.
As I write this, we are discussing Azula's future and the possible change of my heir. I cannot ignore the fact that if I were to die in the war, my heir would be Izumi, who is less than a year old and unable to fight. Mai, though an extraordinary woman, does not have as much control over the army as we would both like. Besides, Mai has remained in the capital and is responsible for ensuring that it is not captured.
Mai and I are considering making Azula the temporary Crown Princess. I don't need to talk to you to know how many reasons there are to say that this is a bad decision. However, in case I am no longer here... Especially in times like these, I must think about the future of the country.
I will not ask you to come to the country, Uncle. I do not think it would be a good solution, considering that the current civil war arose from a conflict over succession. The presence of another candidate for the throne could make everything worse.
Nevertheless, I would welcome any advice you might offer. What should we do? Is there any way to end this conflict before the Fire Nation destroys itself?

Order No. 194/AK-DL – Top Secret
Issued by: Dai Li Central Command
Location: Ba Sing Se
Date: 18th day of the 1st month of 1115 Earth Year
By order of the command and in the interest of the Earth Kingdom's security, the following is hereby decreed:
- Prohibition of the delivery of intercepted letters to the addressees: Toph Beifong and former Fire Nation General Iroh “Mushi.”
- Increased surveillance of correspondence originating from the Fire Nation and addressed to Ba Sing Se.
- Interception and archiving of any mail containing references to civil war, armed conflict, or military operations in the Fire Nation.
- Strict operational secrecy. The order must not be disclosed to King Kuei or any external representatives.
Justification:
Disclosure of information about the civil war could lead to intervention by the Avatar and his companions, which would end the conflict too quickly and prevent the Earth Kingdom from exploiting the political situation in the Fire Nation to its advantage in the event of victory for Fire Lord Ozai's forces.
Note:
There is a risk that letters with similar content have been sent to Avatar Aang and Katara of the Southern Water Tribe. It is suggested that their whereabouts be located and that letters from the Fire Nation not reach them. It is suggested that correspondence be monitored more closely at border checkpoints. Appropriate orders will be issued in the near future.
Operational report
Date: 22nd day of the 1st month of 1115 Earth Year
Operational unit: Correspondence Control Department, Ba Sing Se, eastern station
Description of incident:
In accordance with Central Command Order No. 194/AK-DL, a letter from Iroh “Mushi” of the Fire Nation (Attachment 1) and a letter from Toph Beifong (Attachment 2) were intercepted. Both were addressed to Fire Lord Zuko.
In accordance with the rules governing correspondence addressed to the Fire Nation Royal Family, the letters were secured and forwarded for further analysis. The addressee was not informed of their existence.
Attachment 1:
Dear Nephew,
It has been some time since your last letter, and I must admit I am a little concerned. All the letters I send to you are being returned.
Nephew, I have heard that the borders of the Fire Nation have been closed. Please tell me, why is this?
Will my presence be useful in the Fire Nation?
I am worried about you.
Just say the word and I will come.
Iroh
Attachment 2:
Zuko—yes, write it that way, I know it's Fire Lord Zuko, I don't care—wait, delete that. I'll dictate it again.
Zuko,
Get off your butt and reply to our letters. Uncle comes to me every few minutes, almost crying, because you haven't replied to his letters in a month.
I haven't received any letters from you in a long time either.
They say the Fire Nation borders are closed.
What's going on, Sparky? Tell me, or I'll go to the Fire Nation and then you'll regret being my friend.
No, you don't have to sign this letter, he'll know who it's from.
Further action:
In accordance with current procedure, the letters have been forwarded to Headquarters in Ba Sing Se for further analysis.
Operational report
Date: 24th day of the 1st month of 1115 Earth Year
Operational unit: Correspondence Control Department, Senlin
Description of incident:
In accordance with Central Command Order No. 194/AK-DL, on the 18th day of the 1st month of 1115 Earth Year, expanded correspondence control was initiated at border transshipment points and postal routes in Senlin Province.
During a routine inspection, a courier traveling on horseback from the northwest was detained, declaring himself to be an independent messenger acting on behalf of the Fire Nation Embassy. The shipment contained the following letters:
- One letter addressed to Avatar Aang, with no specified delivery location, marked “Priority - deliver in person” (Attachment 1)
- One letter addressed to Katara of the Southern Water Tribe, marked “Confidential, personal” (Attachment 2)
Attachment 1:
Aang,
I am aware that you must be busy, but I would like to draw your attention to the current activities in the Fire Nation.
My father's escape has divided my country. I cannot promise you how long I will be able to hold on to power. Social unrest has turned into a full-blown civil war. The Fire Nation is divided, and families are fighting against each other.
I will not ask you to fight on my side, because I know how much you hate conflict. I will not ask you to kill my father, because I know why you will not do it. I only ask that you come to the Fire Nation and see for yourself what the situation is like.
It's bad. Especially in times like these, we need your help.
I don't expect you to join the fight. But I would appreciate any help or advice. As far as possible, I would like to end this conflict with as little bloodshed as possible.
Zuko
Attachment 2:
Dear Katara,
I assume you will receive this letter at the same time as Aang, as you usually travel together (unless something has changed in recent months). To be on the safe side, I have sent a second letter to make sure it reaches you.
I'm not sure how much you know about what's currently happening in the Fire Nation, but the situation is not good. I think it would not be an exaggeration to call it a civil war. After Ozai's return, the country has been divided, and the North is under the control of his people. I can't predict how long I will be able to maintain my position—sometimes I feel like we are losing this war.
Mai, Izumi, and Ty Lee are safe. For their safety, I cannot tell you exactly where they are or where they will be in the future.
I will give you more details later, if you decide to come to the Fire Nation. As long as the ports are controlled by my people, you should be allowed to enter the country; I have already given the appropriate orders.
Your help would be greatly appreciated.
Zuko
Further action:
In accordance with current procedure:
- The courier has been detained indefinitely for questioning.
- The letters have been forwarded to Headquarters in Ba Sing Se.
- Immediate surveillance of nearby roads and any persons associated with the Avatar has been recommended.
- The Senlin facility has requested additional forces to monitor correspondence in the region.
Conclusions:
The likelihood that other letters with similar content have been sent through alternative channels remains high. It is suggested that patrols be increased and secret monitoring of mail collection points in the vicinity of the Eastern Air Temple, where Avatar Aang and Katara of the Southern Water Tribe were last seen, be conducted.
Operational Note:
Full discretion is advised. Do not inform local civil authorities. All actions should remain within the operational jurisdiction of the Dai Li. The Avatar must not learn of the existence of these documents.
SPECIAL REPORT — CONFIDENTIAL
Department of Internal Security
Report No. : EI-0147 / Classification: High Priority
Date: 30th day of the 1st month of the 5th Year of Heika
Subject: Murder of Lady Ursa
- LOCATION OF INCIDENT:
Private residence of the royal family, north shore of Ember Island.
The entrance to the villa was not forced open – the use of forged authorization badges or internal betrayal is suspected.
- CIRCUMSTANCES OF DISCOVERY:
Lady Ursa's body was found by domestic staff at approximately 6:40 a.m. The crime scene was immediately secured by the local garrison.
Despite the villa's isolated location, there were no signs of a struggle outside — everything points to a precise and deliberate act.
- INJURIES AND COURSE OF EVENTS (according to Healer Yon Ta):
– The body bore numerous signs of physical violence: broken fingers, cuts on the forearms, burn marks.
– It is suspected that the victim was interrogated — probably in order to obtain information about the whereabouts of members of the royal family or old documents.
– Fatal wound: a single, deep stab wound to the heart area. Death was quick, though preceded by prolonged suffering.
– No signs of a struggle were found in the room – Lady Ursa was probably overpowered earlier or there were more than two attackers.
- SUSPECTED PERPETRATORS:
– A piece of red and gold fabric was found at the scene, identical to that worn by the loyal troops of the former Fire Lord Ozai.
– The interior of the villa was deliberately set on fire, but the fire did not spread thanks to quick intervention.
– According to the latest interviews with the island's residents, there was increased activity by unknown individuals in black coats in the days leading up to the murder.
- THE FATE OF THE REMAINING FAMILY MEMBERS:
– Kiyi and Ikem were found alive in the basement of the villa, where Ursa herself had probably hidden them.
– Both are in good physical condition but in shock — they have been taken into protective custody and transported to the imperial palace under the direct supervision of the Fire Guard.
– No injuries were found on them.
– Kiyi testified that her mother told them to go down to the shelter “before the bad people come” – which may suggest that Lady Ursa sensed danger.
- PRELIMINARY CONCLUSIONS:
– The murder was retaliatory and symbolic in nature—the victim was killed in a manner intended to instill fear.
– It is highly likely that the order was given directly by the fugitive Lord Ozai or his supporters.
– It should be assumed that the operation was part of a broader plan to destabilize the Fire Nation and undermine the position of the reigning monarch.
- RECOMMENDATIONS:
– Strengthen security at royal residences.
– Immediately launch an investigation by the Imperial Investigation Bureau.
– Decree prohibiting the movement of civilians between islands without special permits.
– Funeral with state honors – with strict security and among trusted individuals.
Prepared by:
Captain Aikuro Dae
Ember Island Special Unit, Royal Security Division
Azula,
The funeral will take place in a week.
Let us know if we should wait for you.
Mai
Mai,
I will not play family with this woman.
I have a war to win.
Azula,
Acting Crown Princess of the Fire Nation

Chapter Text
Unsent Letter Number 07
Zuko, buddy,
This will be the seventh letter I've written to you, which I will hand you during the Summer Summit. You are required to read them all, you know? Otherwise, I'll forget what I wanted to tell you and won't tell you half of the important things.
Do you know who I met recently? Aatik. Remember, the Southern Water Tribe Ambassador? It was a really weird encounter because I was convinced she was still in the Fire Nation, but it turns out you sent her back about two months ago—two and a half? Anyway, you sent her back home without explanation why—which isn't very nice, Zuko, you could at least tell her why you did that.
But. Do you know why I only met her now? It turns out she was visiting her family in another Tribe and, accidentally, forgot to tell us about it. Rude. Seriously.
Getting back to me and Suki, I was thinking about proposing to her during the Summit. What do you think?
As soon as we meet, we'll have to talk. Seriously. Please.

MILITARY REPORT
To the attention of: Fire Lord Zuko
[copy delivered to Fire Lady Mai]
From: General Jang Ren, Northern Front Command
Date: 16th day of the 2nd month of the 5th Year of Heika
Subject: Victorious military operation in Daisho Province – Princess Azula's command
Your Majesty,
I respectfully submit this report on the operation carried out on the 13th–15th of this month under the direct command of Her Highness Princess Azula, Fire Nation Warmaster.
Objective of the operation:
To recapture the fortress of Kagen, occupied by rebels loyal to the self-proclaimed leader Ozai, and to cut off the supply route leading from outside the colony.
Course of events:
At dawn on the 13th, under cover of fog and thanks to precise reconnaissance, Her Majesty's forces launched an attack from three sides.
Princess Azula personally led the assault unit on the eastern wall, using a lightning strike to disrupt the enemy's defenses.
Within two days, our losses were minimized to 29 wounded and 12 killed, with the enemy forces completely destroyed (approx. 100 killed, 35 captured).
Result:
- Kagen Fortress returned to the full control of the Fire Nation.
- The rebels' supply line was cut off.
- A large amount of material was captured, including letters and symbols associated with the loyalist network in the region (a separate report will be provided to the Internal Security Office).
Remarks:
Princess Azula's attitude and leadership demonstrated exceptional effectiveness, cool strategic calculation, and an inspiring presence on the battlefield. In my opinion and that of my subordinate officers, Her Highness's actions contributed directly to a swift and decisive victory. We believe that further operations under her command will bring stability to the northern regions.
With humility and loyalty,
Gen. Jang Ren
Commander of the Northern Front
Azula,
What are you doing in the North?
You were supposed to be in the East.
Zuko
Zuko,
Stop trying to interfere with me. I know what I'm doing.
Azula
Acting Crown Princess of the Fire Nation
Azula,
I'm not trying to interfere. I'm just trying to remind you that this was NOT the plan.
You weren't supposed to be in the North. You know very well that North is dangerous now.
Zuko
Dum-Dum,
Stop being a naive idiot. Do you think I don't know how serious the threat is? It's precisely because the North is dangerous that I'm there. The people need someone from the Royal Family in those lands.
Azula
Acting Crown Princess of the Fire Nation
Azula,
What don't you understand about you are my heir? Or you are my sister?
I don't want anything to happen to you.
Zuko
Zuko,
Don't try to pretend you care about me now.
I know my worth, Dum-Dum.
Azula
Acting Crown Princess of the Fire Nation
MILITARY REPORT – CONFIDENTIAL
To the attention of: Fire Lord Zuko
[copy delivered to Fire Lady Mai]
From: Colonel Ren Takaroshi, Northern Front Command
Date: 28th day of the 2nd month of the 5th Year of Heika
Subject: Operation “Old Pass” – report on actions and losses
Your Highness,
I respectfully submit this report on the operation conducted on the 25th and 26th of this moon in the Daisho Valley, aimed at seizing control of a strategic pass used by Ozai's loyalist forces.
Command:
The operation was personally commanded by Princess Azula, in accordance with the decrees establishing her as the temporary Fire Nation Warmaster.
Course of events:
On the 25th, the march through Old Pass began. The enemy showed no activity, which was taken as a sign of retreat.
On the morning of the 26th, an ambush took place. Rebel forces, exceeding our expectations in number, attacked from the north and south, cutting off our lines of retreat.
Some of the troops were forced to retreat in disorder along mountain paths. Despite attempts to counterattack, control of the Pass could not be regained.
Casualties:
- An estimated 48 killed, 23 missing, 57 wounded.
- One of the engineering platoons was lost.
- The enemy captured some of the supplies and weapons from the supply convoy.
Remarks:
Princess Azula remained on the battlefield until the very end, personally attempting to break through the blockade. She was ultimately evacuated by her personal guard, despite sustaining injuries (non-life-threatening – medical details sent separately).
It is highly likely that the enemy gained access to maps and some operational documents. I recommend an immediate change of ciphers and command codes throughout the entire operational area.
Conclusions:
The failure was due to poor intelligence, an overly rapid pace of march, and a well-organized trap. Moral and organizational losses need to be quickly replenished and experienced officers need to be present.
With full dedication,
Col. Ren Takaroshi
IV Army, Field Staff
Azula,
I'm afraid there has been some misunderstanding between us.
You are not valuable to me because you are my successor. You are my successor because you are valuable to me. You are my sister. I don't want to lose you.
I did not name you Acting Crown Princess so that you could give up your life.
Ozai has shown us that he will not hesitate to strike at our family. Our mother is dead, Azula. If Ozai killed his own wife, nothing will stop him from attacking his own daughter.
Please be careful.
Come home.
Zuko
Zuko,
No.
Azula
Ty Lee,
I think I'm going crazy. Can you somehow talk some sense into Azula?
Zuko
Zuko,
Thanks for writing to me! Oh, and don't worry about Kiyi, I've got her completely under my protection!
I'll try to write to Azula, but I can't promise anything. We haven't spoken in a really long time, and I think she's mad at me.
But I'll talk to her, I promise! I hate arguing with her.
Ty Lee
URGENT REPORT – CONFIDENTIAL
To: His Majesty, Fire Lord Zuko
From: Commander Hanzo, Northern Front
Date: Day 3 of the 3rd Month of the 5th Year of Heika
Subject: Fall of Yukano Province
It is with deep regret that I inform you that the province of Yukano is now officially under the control of forces loyal to Ozai. The garrison stationed in the main city, Koshin, was forced to surrender after a three-day siege.
According to reports from survivors, the local population was forced to cooperate. Enemy forces have taken over warehouses, weapons supplies, and control of the northern bridge.
Casualties are estimated at 55 killed and 30 taken prisoner. There is no contact with the provincial governor.
I recommend sending reinforcements from Daisho Province immediately and completely blocking the southern road to prevent the enemy from advancing further.
With honor,
Commander Hanzo
Northern Front
Ty Lee,
You know what, you don't have to write to Azula.
I'll talk to her myself.
Zuko
Commander Hanzo,
Is it just me, or has Fire Lord Zuko himself arrived in the North? What's going on here?
Lei Lei
Northern Front
Lei Lei,
I was surprised too, but you know, I asked around and this is what people say: he hasn't been in the North yet because he was fighting in the South. Apparently, three weeks ago, Ozai's people tried to take over the capital for the third time. We were fighting on two or three fronts.
But you know, even though the Fire Lord hasn't fought in the North yet, he sent his sister. Every day I thank Agni for her being on our side.
Today I saw Fire Lord Zuko and Crown Princess Azula fighting side by side. It's even more terrifying than I thought it would be.
Hanzo
Operational report
Date: 12th Day of 3nd Month of 1115 Earth Year
Operational Unit: Correspondence Control Department, Senlin
In accordance with guidelines regarding increased control of shipments and international communications (Order No. 194/AK-DL), a message addressed to Fire Lord Zuko and signed by Avatar Aang was intercepted at the Senlin border crossing (Attachment 1).
In accordance with the order in force, the letter was detained and forwarded for archiving.
Attachment 1:
Zuko,
Hey, you haven't written to us in a long time!
I'm writing from the Eastern Air Temple, and guess what? We found the descendants of the Air Nomads! They're still alive! They survived, they were just hiding all over the world! You have to see them! I'm encouraging them to meet you this summer during the annual Peace Summit! I'm sure you'll like them! They're really nice!
I know you must be busy with state affairs, but if you find a moment, perhaps you could visit the Eastern Air Temple this year? The monks would really like to see you—many of them remember your help with the reconstruction and still talk about “the Fire Lord who brings tea.” I swear, one of them called Uncle's brew “enlightenment in a cup.” They all adore you there!
Katara and I are planning to head to Omashu next. And them maybe to Ba Sing Se, to visit Uncle! Oh, and Toph, because I heard she's practically moved there, you know, to open her metalbending school! Oh, and we’ll bring more tea! If it works out, maybe we'll visit the Fire Nation in the spring! I can't believe it's been so long since we last saw each other!
On a more serious note, what's the situation with Ozai? I haven't heard anything about what's going on in the Fire Nation, no one knows what happened to Ozai — but I guess you're probably keeping it a secret, you know, as a state secret.
Do you need help? Katara and I could come stay with you for a while.
Aang
PS. I'm really worried. You haven't replied in a while. I know it's probably our fault – we've been traveling a lot lately, and then we had a little trouble with the Spirits (I'll tell you about it later), but still, it's a bit strange that no one has heard from you.
PS.2. Zuko, are you sure everything is okay? Katara told me to tell you not to say yes, but to tell the truth. What is the situation?
Further actions:
- Continue monitoring correspondence across the entire border.
- The letter has been forwarded to Headquarters in Ba Sing Se.
Note:
The content of the letter suggests that the Avatar and Master Katara of the Southern Water Tribe are still unaware of the scale of the internal conflict within the Fire Nation. It is recommended that information about the civil war in the Fire Nation continue to be concealed from the Avatar and his allies. The increase in destabilization within the ranks of the Fire Nation remains beneficial to the strategic position of the Earth Kingdom.
Azula,
Hi! I know you probably weren't expecting a letter from me, but I wanted to write anyway.
First of all, I wanted to apologize for the last few years. I know I haven't been around for too long, as I was staying on Kyoshi Island. But you know, that doesn't excuse me. There were many opportunities for me to talk to you. We haven't known each other for just today, and my behavior lately hasn't been very nice.
I should probably tell you this face to face, but for some reason I couldn't. So I'm sending you this letter. Please don't ask me why.
I'm sorry, Azula.
Also, please be careful. I've heard that things aren't going too well in the North. And I know that Zuko has joined you—no surprise there, we've managed to get the situation under control in the South, and everyone is hoping that the offensive in the North will finally end this war—but please be careful.
I know our relationship hasn't been the best over the past few years, but please, please be careful.
You're my friend.
I love you,
Ty Lee
Mai,
Have someone examine Ty Lee.
I have a feeling her mental state has become worse than ever before. She sent me a really weird letter.
Azula
Zuko,
It's been almost two weeks since your last letter.
Please tell me you're safe.
I love you,
Mai
Mai,
Forgive me for not responding. There is a lot going on.
We have reason to believe we have found Ozai's whereabouts. Azula and I will be heading there soon.
Please, keep an eye on Izumi. I cannot lose you.
I love you,
Zuko
Zuko,
DON'T YOU DARE SAY SOMETHING LIKE THAT AND LEAVE ME WITHOUT AN ANSWER.
WHAT IS GOING ON?
Mai
Zuko,
I'm sorry for Mai, she's been a little panicky lately.
Everything is fine with us. We have full control of the capital. Don't worry about us.
Ty Lee
Zuzu,
Everything is fine with us. Please take care of yourself.
Don't worry about Aunt Mai or Izumi. I'll take care of them.
Kiyi
PS.Give my regards to Azula
Mai,
Everything is fine. You don't have to worry. We have everything under control. I'm not traveling alone, and besides, Azula is nearby. I'm starting to appreciate her presence—how much easier the fight would have been five years ago if only Azula had been on our side!
I know that being in the capital isn't easy for you and that you'd rather be by my side. I know that very well, and I'm sorry for the difficult situation I've put you in. But please remember that right now, you and Izumi are incredibly important—both to me and to the Crown. In the worst-case scenario, if Azula and I fall, you will be the last bastion of protection.
We are currently searching for Ozai. Our last lead turned out to be a trap. Before you start panicking, we are all fine. No one was killed, no one was even injured. I told you that Azula's presence would be useful.
If all goes well, we will be able to end this war within a few weeks. It will all end, hopefully, with Ozai's death.
Yours,
Zuko
Zuko – yes, that's what you're supposed to call him, really, how many times do I have to say it – no, don't write that. Once again.
Zuko,
I'm slowly losing my patience. You know, I wouldn't mind so much if you were just offended at all of us, but it's slowly ceasing to be funny.
What's going on, Sparky? The borders have been closed for MONTHS yes, write that in capital letters. That's an important part. Moving on. No one is telling us what's going on in the Fire Nation. If you don't reply to this letter, I swear—oh, never mind. I'm not going to bother writing letters. I'm leaving. No, don't write that part. Just destroy this letter.
FIRE NATION – INTERNAL SECURITY COMMISSION
INTERNAL REPORT – CONFIDENTIAL
Date: 29th day of the 3rd Month of the 5th Year of Heika
Subject: Border incident – unauthorized intrusion by Toph Beifong
At dawn today, a violent breach of the border blockade occurred in the Ryokuta Province, in the southeastern part of the country. The perpetrator of the incident was Toph Beifong, Earthbender Master from the Team Avatar, identified by witnesses and surviving guards.
Beifong, acting alone, destroyed the main gate and parts of the earthen fortifications. Attempts to stop her by the stationed troops were made but unsuccessful – a clash ensued, resulting in five guards being injured, two of whom remain in serious condition. However, none of the soldiers' lives are in danger.
After breaking through the blockade, Beifong headed inland, moving in a northwesterly direction. Her current location remains unknown.
According to a note dated the 10th day of the 1st month of the 5th year of Heika to Royal Decree No. 117/12, Toph Beifong had permission to cross the border. Despite this, the border was crossed by force. Beifong's motives are unclear, but given the current internal situation, this incident raises serious concerns.
I recommend immediately notifying headquarters and initiating a limited search operation.
Sincerely,
Commander Daiki Saejima
Operations Commander – Internal Security
Zuko,
Did I mention that your friends are crazy?
Mai
Zuzu,
Your friends are awesome!
Toph came to visit us at the palace! At times like this, I kind of wish I was an earthbender! Toph is amazing! Did you know she questioned everyone in the palace, made sure they were loyal to us, and showed us the traitors? Her feet are really cool!
On another note, Toph is mad at you. Aunt Mai is too, because, as she told you to tell me, “we were not to involve other nations in the internal affairs of the Fire Nation.” Toph, in turn, said, and I quote, “That idiot had no right not to tell me about something like that. This is a moment when he calls me, not debates whether he can count on my help or not.”
Kiyi
Sparky,
The capital is mine.
Buahahahaahaha
Toph
[written by Kiyi]
Toph,
Wherever you are, whatever you're doing—stay there.
Don't do anything stupid. I beg you.
Zuko
PS. Kiyi. Whatever Toph is doing, DO NOT do it.
PS. 2. Unless Toph is getting rid of traitors/killers/jerks. That kind of behavior is highly recommended.
Commander Daiki Saejima,
Call off the search for Toph Beifong. She is currently in the Royal Capital of Caldera and under our supervision. She poses no threat to public safety or internal stability at this time.
All further operational activities related to her are to be suspended until further notice. Please relay this information to all units in the southern sector and withdraw patrols from the areas indicated in previous orders.
Fire Lady Mai
Zuko,
Okay, this is a little weird, but basically, I wanted to send you a letter—not one of the Unsent Letters, but a real one, you know, one you can write back to, since spring has finally arrived and it's warm enough that the glaciers have melted and ships can travel.
I hear the Fire Nation borders are closed?
And have been for a while? No one will tell us anything, but people are saying something about Ozai escaping? When did that happen?
What's the situation like now? How bad is it? Do you need help?
Sokka
Zuko,
I agree with Sokka's letter.
If Ozai has been freed, it doesn't bode well. Please be careful. I may no longer be your Head Guard, but I served under you for over a year and I know what the situation is like in the Fire Nation. Many people are still loyal to Ozai.
Please tell me if you've found him and if you need help with the search.
I wouldn't mind starting the hunt for Ozai. Sokka probably wouldn't either — as I write this, he is preparing his weapons and making sure with Chief Hakoda that the village will remain safe in his absence. We will set out for the Fire Nation in the near future.
Suki
Gran–Gran,
I'll be gone for a while. I'll be back as soon as possible.
Sokka
FIRE NATION – INTERNAL SECURITY COMMISSION
ARREST REPORT – CONFIDENTIAL
Date: 18th day of the 4th month of the 5th year of Heika
Location: Caldera City Port
Detained:
- Sokka – citizen of the Southern Water Tribe, known ally of Avatar Aang
- Suki – Kyoshi Warrior, former commander of the Royal Guard, active during the Hundred Year War
Description of the incident:
In the morning hours of the 18th day of the 4th month of the 5th year of Heika, a Fire Nation Marine patrol intercepted an unidentified merchant ship approaching Caldera City Port without reporting and without the proper permits. Sokka and Suki were on board.
During questioning, both claimed that they had come “on personal business,” but refused to provide details of their destination or planned place of stay. They did not have an official invitation, transit letters, or diplomatic documents. Their entry into Fire Nation territory was deemed illegal.
The following items were seized during the inspection:
- Carefully packed personal belongings
- A boomerang, a sword, and fans
- A series of drawings made with ink and charcoal (illegible, chaotic sketches, suspected of being a code for contacting enemies)
- A small lockable box, currently being decoded.
Threat assessment:
Due to the ongoing internal crisis and recent diversionary activities carried out by supporters of former Fire Lord Ozai, the presence of these two individuals—former military and political opponents of the Fire Nation—raises serious concerns.
Given their past, it is likely that they may be conducting intelligence activities or attempting to make contact with rebel elements.
Status:
Both detained and placed in temporary custody at Caldera City Port. An investigation has been launched. Fire Lady Mai and Central Defense Command have been informed of the situation.
Recommendations:
- Immediate interrogation with a representative from the Main Intelligence Bureau.
- Check the detainees' contacts within the Fire Nation.
Signed:
Captain Maro Uesugi
Commander, Caldera City Port
ARREST REPORT – CONFIDENTIAL
Date: 18th day of the 4th month of the 5th year of Heika
Location: Caldera City Port
Description of the incident:
Sokka of the Southern Water Tribe and Suki of the Kyoshi Islands were detained while attempting to send a letter to Fire Lord Zuko (Attachment 1) and Avatar Aang (Attachment 2). The letters were not sent.
Attachment 1:
Zuko,
We wanted to come to the Fire Nation, but it turns out that all ships are being turned back and that there is a blockade? Particularly strong in Caldera City Port? If they hadn't seen that we were from the Southern Water Tribe, I think we would have been sunk.
What's going on? No one will tell us anything. Only after giving our names were we allowed to stay in the city, but they won't let us leave the police station.
You've got a lot of explaining to do, buddy.
Sokka & Suki
Attachment 2:
Aang,
Suki and I just arrived in the Fire Nation, and honestly? Something's going on. I don't like it.
The borders are closed. FOR MONTHS, Aang.
I can't believe this is happening just because they can't find and capture Ozai. If you have time, come here, because the situation doesn't look good.
Sokka
Further action:
The letters were delivered to Fire Lady Mai in person for threat assessment.
Signed:
Captain Maro Uesugi
Commander of Caldera City Port
Dear Sokka and Suki,
Forgive me for not being Zuko. My husband is currently in the north of the country, and I hope he will return soon.
The Fire Nation's borders are closed at the moment, and for good reason. I will explain everything as soon as we can talk privately.
Attached is a letter of authorization so that you may enter the palace. I'm afraid Captain Uesugi may insist that you be placed under guard—please deal with this for now.
Fire Lady Mai
Chapter 4: about reunions, friends, and the guilty
Chapter Text
Zuko,
Don't you think you could have written to me that THERE IS A CIVIL WAR IN THE FIRE NATION?
I know I'm literally living on the ice, but let's not exaggerate. You know very well that if I had to, I would come. Me and Suki. We're your friends, Zuko. Your FRIENDS.
Sokka
Zuko,
First of all – what the hell, Zuko?
There's been a civil war going on in the Fire Nation for months? And we're just finding out about it now?
I know we were at the South Pole and it was hard to contact us, but... Eh, there's no point in making excuses. I'm sorry, Zuko, I'm so sorry we weren't there for you at such an important moment.
Let's start from the beginning, because you probably don't know what's going on — I saw the fury with which Sokka wrote his letters, and I suspect they will raise more questions than they answer. As soon as spring came, we received news from the rest of the world. As soon as we learned of Ozai's escape, we immediately went to the Fire Nation. Mai told us about the current situation.
Sokka and Toph are heading north and should reach you soon. I'm going to write to my girls—I think some of them will be interested in coming to the capital and rejoining the guard, if you don't mind. Mai has already given her consent.
I don't know if you're aware of this, but there's something that has caused me concern. Toph mentioned that she wrote you several letters, as did your Uncle. Mai, on the other hand, said that you didn't receive any replies to the letters you sent them. These are just my suspicions, but in my opinion, someone deliberately blocked the flow of information. And it was most certainly not the Fire Nation, as most of the letters come from the west or south, and you have control over those areas.
I don't like this situation. I don't want to point fingers, but this is definitely not normal. I think Aang and Katara didn't respond to your letters not because they didn't care about the current situation or ignored it, but because they weren't aware of its scale. None of the letters reached them – this is my theory.
I'm so sorry we got to the Fire Nation so late.
Hang in there, please.
Suki
Dad,
We're in the Fire Nation, and the situation is bad. Really bad.
There's a civil war going on in the Fire Nation. A CIVIL WAR, Dad. A real one, with casualties on both sides. And Zuko fought this war ALONE, without our help. I mean, Mai and Ty Lee were with him, and Azula—which is insanely crazy because it's AZULA—but none of us knew what was going on. The Earth Kingdom was blocking all letters to and from the Fire Nation—no one says it out loud, but I KNOW that's what was happening.
I'm going to stay in the Fire Nation for a while. The situation is really bad.
I know there's probably no way we can help Zuko – you know, as a Tribe, because the men are finally back from the war and probably no one will want to get involved in the Fire Nation's internal war – but I'm not going back. I'm staying here until the very end, Dad.
Sokka
PS. If you can, please try to contact Katara or Aang. They HAVE TO know what's going on.
Huan,
I apologize for not responding to your letters over the past few weeks—unfortunately, I was trapped at the South Pole due to a terribly harsh winter that practically cut us off from the outside world.
Let me get to the point. Sokka and I went to the Fire Nation after hearing rumors about the escape of former Fire Lord Ozai. The situation exceeded our expectations. The Fire Nation is currently in a state of civil war, which can only be resolved by the death of former Fire Lord Ozai.
I know I'm asking a lot, but could you come to Caldera City? Some time ago, you served with me as a guard of this city and the royal palace. Fire Lady Mai and Princess Izumi would probably welcome your help.
Huan, I’m aware that I am asking you for a big favor - but please, come here. The situation is not good. We need people we can trust.
Suki
Suki,
You don't have to ask.
We'll be there as soon as possible. Shan Yu is already packing. I know the other girls are getting ready too.
Huan
Operational Report
Date: 21st day of the 4th month of 1115 Earth Year
Operational Unit: Correspondence Control Department, Senlin
In accordance with guidelines regarding increased control of shipments and international communications (Order No. 194/AK-DL), a message addressed to Avatar Aang, signed by Sokka of the Southern Water Tribe (Attachment 1), Warrior Suki (Attachment 2), and a message addressed to Katara of the Southern Water Tribe (Attachment 3).
In accordance with the order in force, the letter was detained and forwarded for archiving.
Attachment 1:
Aang,
HOW ON EARTH DID WE MISS THE CIVIL WAR IN THE FIRE NATION?
Come here, or I'll drag you here by force.
Sokka
PS.1.Toph has been here for several weeks and is practically a one-woman army protecting the capital. How did TOPH find out about the war before me or the AVATAR?
PS.2. To everyone reading this letter—and I know that SOMEONE is definitely reading it and blocking information to and from the Fire Nation, and it's not Zuko—as soon as I get my hands on you, YOU ARE DEAD.
Are you aware of what you've been doing? For months, you've been hiding incredibly important information from the FIRE LORD himself addressed to the AVATAR and messages FROM the Avatar to the Fire Lord. I wonder what Kuei would think about this if he found out. And he will find out, I PROMISE.
Stop blocking these letters, or you'll find out what it's like to be an enemy of Team Avatar.
Definitely not sincerely,
Sokka
Attachment 2:
Aang,
I hope you got Sokka's letter. If not, well, here's a letter from me.
We have just arrived in the Fire Nation. The situation is bad, Aang. There has been civil war here for months. Ozai's people have been trying to seize power. They killed Lady Ursa and tried many times to kill Zuko, Mai, Azula, and Izumi.
There is a risk that my letters are being read by outsiders, so I won't give you any more details.
Come to the Fire Nation as soon as possible.
Suki
Attachment 3:
Katara,
WHAT HAVE YOU BEEN DOING FOR THE LAST FEW MONTHS?
Suki and I have reasons to explain our absence. Winter. But you and Aang? What were you doing that you ignored the news of Ozai's escape and the Fire Nation closing the border? Didn't you think that was strange, huh? Even Toph lost her patience and went to investigate the situation herself.
There's a civil war going on, Katara. A CIVIL WAR.
And we did nothing.
Go to the Fire Nation, please.
Sokka
PS. To those reading this letter, I kindly ask you to fuck yourselves.
Further action:
In accordance with current procedure:
- The courier has been detained indefinitely for questioning.
- The letters have been forwarded to Headquarters in Ba Sing Se.
Operational note:
The content of the letters suggests that Sokka of the Southern Water Tribe, Suki of the Kyoshi Islands, and Toph Beifong are currently in the Fire Nation and are aware that letters sent to and from Fire Lord Zuko have been blocked by members of Earth Kingdom operations. It is suggested that the situation be investigated immediately and appropriate action taken.
INTELLIGENCE REPORT NO. 88/SO-DL – TOP SECRET
Issued by: Strategic Operations Section, Dai Li Central Command
Place of origin: Ba Sing Se
Date: 23rd day of the 4th month of 1115 Earth Year
Subject: Current military and political situation in the Fire Nation
- Summary of the situation:
Based on intercepted correspondence from the Fire Nation, it can be concluded that the civil war in that country has reached a critical point.
However, it should be emphasized that the Fire Nation was formally “closed” (restricted access and communication) months earlier; therefore, much of the information is incomplete and requires confirmation.
Following the defeat of forces loyal to former Fire Lord Ozai in the South, troops commanded by Fire Lord Zuko and Acting Crown Princess Azula are conducting intensive operations aimed at driving the remnants of Ozai's army out of the northern provinces — this information is based mainly on intercepted correspondence and limited field observations.
- Strategic situation:
Former Fire Lord Ozai is currently believed to be in the North, where, according to intercepted letters, he is gathering the remnants of his loyal troops.
An attempt to recapture the Fire Nation capital is said to have failed — however, the claim that the city is being held by forces loyal to Fire Lord Zuko comes from incomplete sources and requires further verification.
Fire Lord Zuko and Acting Crown Princess Azula appear to be leading an offensive against Ozai's forces, seeking to destroy his military base. The northern regions, hitherto loyal to Ozai, are, according to available signals, an area of intense fighting.
There is speculation, based on signals and border reports, that Sokka of the Southern Water Tribe, Suki of Kyoshi Island, and Toph Beifong—currently reported in Fire Nation territory—may be attempting to reach the northern regions to join the forces of Fire Lord Zuko and Acting Crown Princess Azula; this also requires confirmation.
- External intervention:
There is no confirmed data on the presence of Avatar Aang in Fire Nation territory. Increased traffic observed in southern ports and at the borders suggests the possibility of reinforcements or emissaries from the Water Tribe or Kyoshi, but this information comes from limited observations and intercepted correspondence and should therefore be treated with caution.
The increased activity of Sokka of the Southern Water Tribe, Suki of Kyoshi Island, and Toph Beifong in the war zone may indicate preparations for a coordinated intervention involving the Avatar, although there is no direct, independently confirmed evidence.
- Predicted developments:
Based on available data, it is predicted that the decisive battle between Ozai's forces and Fire Lord Zuko's army will take place within the next few days. However, this forecast is subject to considerable uncertainty due to limited access to reliable sources in the closed Fire Nation.
- Recommendations:
- Maintain a complete information blockade against Avatar Aang and Katara of the Southern Water Tribe until the conflict is over.
- Intensify disinformation activities in the Fire Nation's communication channels.
- Consider launching Operation Golden Ash, a plan to infiltrate the post-war Fire Nation government with Dai Li agents posing as diplomatic advisors.
Note:
Due to the closure of the Fire Nation's borders and increased migration and communication controls, much of the information in this report is based on intercepted correspondence and border observations. There is a risk that the data provided may differ from the actual situation and requires further verification before operational action is taken.
Order No. 218/AK-DL – Top Secret
Issued by: Dai Li Central Command
Location: Ba Sing Se
Date: 23rd day of the 4th month of 1115 Earth Year
By order of Dai Li Command, in reference to Order No. 194/AK-DL, Intelligence Report No. 88/SO-DL, and in light of the disclosure of correspondence interception operations by external entities, the following is ordered:
- Continue activities resulting from Order No. 194/AK-DL.
- Any attempts to contact, negotiate with, or explain to individuals covered by the Order are prohibited. All actions aimed at neutralizing the sources of the leak must be carried out indirectly and without any connection to the Dai Li.
- Continue the complete information blockade against Avatar Aang and Katara of the Southern Water Tribe.
- Destroy all documents, reports, and archival records that may indicate the Dai Li's direct involvement in intercepting correspondence or disinformation to allied nations. Retain only copies of abridged reports, stripped of identifying information, for internal use by the Operations Section.
Justification:
Despite the disclosure of part of the operation, continuing information surveillance of correspondence with the Fire Nation remains in the interest of Earth Kingdom security.
Covering up operational traces is necessary to protect the image of the Dai Li Central Command and maintain credibility with King Kuei and allied structures.
An early end to the civil war in the Fire Nation could lead to a resurgence of that country's position, posing a direct threat to the stability of Ba Sing Se and the entire Earth Kingdom.
Note:
It is recommended to continue monitoring the activities of Avatar Aang, Katara of the Southern Water Tribe, and Iroh “Mushi” of the Fire Nation.
Suki,
Toph and I have arrived safely in the North.
I knew it was bad, but I didn't think it was this bad. This area looks like it's been at war for years, not months.
Anyway, we found Zuko. And Azula too, in case you're wondering, though she wasn't too happy to see us. Zuko is safe and sound, to answer your question. That is, he looks like he hasn't slept in months and desperately needs rest, but he's managing. As soon as this is all over, I swear I'm locking him in his own room for a week and making him sleep for all the time he's lost.
As soon as we find Ozai, it will all be over, I hope.
Love you,
Sokka
Suki,
Thank you for your letter and your words of support. The information that someone is intercepting my letters is indeed disturbing—I will look into it as soon as I can, I promise. If you haven't already, please inform Mai and ask her to take appropriate action.
I want you to know that Sokka and Toph have arrived safely in the North. I will do everything I can to make sure they stay safe.
Sokka said you wanted to join us, but you stayed in the capital because you want to support Mai and Ty Lee, and also to make sure your Warriors know what to do.
Suki, thank you for your help. I really appreciate it, especially since I would understand if you didn't want to involve your Warriors in a war that isn't yours.
Zuko
Mai,
Why did you let those idiots come to Enkai? We didn't need them here. Zuko and I were doing fine on our own.
Azula
Azula,
I didn't really have a say in the matter. Do you think anyone could have controlled them?
Be glad they're there to support you. Please try to work with them. They're good people and they want to help you.
Be careful,
Mai
SECRET – FOR CENTRAL AUTHORITIES ONLY
OPERATIONAL REPORT NO. 051-FN
Subject: Operation Dragon's Peak
Date: 25th day of the 4th month of the 5th year of Heika
Author: Commander Miyo Ren, Special Operations Command
Summary of events:
On the night of the 24th to the 25th, in the ruins of a hidden estate in the northwestern part of Enkai Province, a decisive battle took place between forces loyal to the current Fire Lord Zuko and a rebel faction led by former Lord Ozai. After weeks of investigation and locating the enemy, Operation Dragon's Peak was carried out with the direct participation of Fire Lord Zuko and Warmaster Azula.
Course of the operation:
Fire Lord Zuko, and Warmaster Azula, supported by the Flame Guard and members of Team Avatar in the persons of: Sokka of the Southern Water Tribe and Toph Beifong, led a large-scale offensive against the rebel positions where former Fire Lord Ozai was hiding. The battle took place over a vast area around the estate and surrounding fortifications, involving numerous units from both sides. After intense clashes and heavy losses among the rebels, a direct duel ensued between former Fire Lord Ozai, his supporters, and Fire Lord Zuko, Warmaster Azula, and the Flame Guard.
Despite being unable to use bending, former Fire Lord Ozai put up strong resistance, but was ultimately defeated and mortally wounded. Due to the chaos of the final moments of the battle and conflicting witness accounts, it was not possible to determine conclusively whether the decisive blow was dealt by Fire Lord Zuko, Warmaster Azula, or a member of the Flames Guard.
After the death of former Fire Lord Ozai, Fire Lord Zuko, Warmaster Azula, Sokka of the Southern Water Tribe, and Toph Beifong, supported by the Fire Guards, provided cover for the troops and effectively neutralized the remaining commanders loyal to former Fire Lord Ozai, leading to the final defeat of the rebel forces.
Circumstances of death:
Former Fire Lord Ozai died from a firebending strike to the chest. Death was instantaneous. The body has been secured and is currently being transported to Caldera. After verification by representatives of the Royal House and the Chief Medical Officer, the identity and death of the former ruler have been officially confirmed.
Strategic significance:
The elimination of former Fire Lord Ozai marks the end of the greatest threat to the stability of the throne. The conspiratorial structures of his supporters are in the process of being dismantled. The operation was successful, with no losses among the command ranks and the full recovery of conspiratorial documentation and weapons.
Additional recommendations:
It is recommended that communications be monitored in the provinces of Enkai, Kyokuma, and Daisho, where support for former Fire Lord Ozai was strongest. It is proposed that a carefully worded statement be released to the public, emphasizing the restoration of order and unity.
Approved by:
Commander Miyo Ren

Mai,
It's over now.
Ozai is dead.
I'll tell you more when we meet.
I miss you,
Zuko
Proclamation of Fire
To all generals, commanders, and warriors who still hold fast to the name of my father, the former Fire Lord Ozai:
With a deep sense of responsibility for the Fire Nation, I announce that Ozai, who rebelled against the current order and threatened the stability of our homeland, has been killed in battle. Contrary to the principles of honor, he attempted to seize power once again, sowing division and violence among our people.
The battle that took place around his hideout ended in victory for the loyal forces of the Fire Nation. Ozai was defeated in direct combat and met his death at my eyes. May this be the final end of an era of tyranny and fear.
To all who still resist: lay down your weapons and you will be shown mercy. Those who surrender will be judged fairly and with respect for a warrior's honor. However, those who choose to continue their rebellion will be considered traitors to the Fire Nation.
Let the Fire Nation no longer be divided by the blood of its own children.
Fire Lord Zuko
Direct order — to be carried out immediately
To the attention of:
All military units, provincial commanders, and intelligence officers
Issued from Enkai Province
Based on the evidence gathered and interrogations conducted following the recent events surrounding the escape and death of former Fire Lord Ozai, I order the immediate arrest and detention of the following individuals, suspected of treason, collaboration with the rebellion, and subversive activities against the current government of the Fire Nation:
- General Haruto Renji
- Lady Mekai of Hana'i
- Commander Riku Masuda
- Rin Takahashi
- former Master of Whispers Neira
- Imperial Judge Daichiro Unmei
and any persons suspected of directly supporting the rebellious activities.
These individuals are to be captured alive, interrogated, and held in a secure facility pending further orders from the Fire Lord.
Any attempts to harbor, aid, or conceal information will be considered complicity in treason and punished according to martial law.
Let those who have betrayed the Fire Nation know the wrath of justice.

Operational Report
Date: 29th day of the 4th month of 1115 Earth Year
Operational Unit: Correspondence Control Department, Ba Sing Se, West Station
Description of incident:
In accordance with Central Command Order No. 194/AK-DL, a letter (Attachment 1) from Iroh “Mushi” of the Fire Nation, addressed to Fire Lord Zuko, was intercepted. In accordance with the prevailing rules regarding correspondence addressed to the Fire Nation Royal Family, the letters were secured and forwarded for further analysis. The addressee was not informed of their existence.
Attachment 1:
My dear Nephew,
You have not responded to my letters for months. I know you don't always have time to think about this old man, and I don't blame you—after all, you have a wonderful wife and a beautiful young daughter. However, I cannot help but view recent events with concern. All the letters I send you are either returned or stopped at the border.
There are rumors in Ba Sing Se that the situation in the Fire Nation is unstable. And while I know that the presence of another potential candidate for the throne is not particularly desirable right now, please at least tell me that everything is all right.
I am worried, Nephew.
Yours always,
Iroh
Further action:
In accordance with current procedure, the letters have been forwarded to Headquarters in Ba Sing Se for further analysis.

Description of incident:
In accordance with Central Command Order No. 194/AK-DL, a letter (Attachment 1) from Fire Lady Mai addressed to King Kuei was intercepted. In accordance with the prevailing rules regarding correspondence addressed to and from the Fire Nation Royal Family, the letters were secured and forwarded for further analysis. The addressee was not informed of their existence.
Attachment 1:
To the attention of His Majesty Kuei, Earth King
Ba Sing Se
Your Majesty,
It is with deep regret that I inform you that the Peace Summit in Caldera, scheduled for next month, has been canceled until further notice.
In recent months, the Fire Nation has implemented a series of new security measures, including restrictions on movement and the temporary closure of borders, which unfortunately make it impossible to provide adequate conditions for receiving foreign delegations.
Rest assured, however, that our commitment to peace and mutual cooperation remains unchanged. We are grateful for the dialogue we have had thus far and look forward to rescheduling the meeting in the near future.
Sincerely,
On behalf of Fire Lord Zuko,
Fire Lady Mai
Further action:
In accordance with current procedure, the letters have been forwarded to Headquarters in Ba Sing Se for further analysis.
Order No. 220/AK-DL – Top Secret
Issued by: Dai Li Central Command
Location: Ba Sing Se
Date: 30th day of the 4th month of 1115 Earth Year
In reference to Order No. 194/AK-DL and in light of new operational facts (confirmed information about the death of Fire Lord Ozai; discovery of intercepted correspondence addressed to King Kuei), the following is hereby ordered:
- As of today, Order No. 194/AK-DL is hereby revoked.
- Operation “Silence Over the Hearth” is terminated and disbanded.
- All evidence related to the interception of correspondence, including reports, notes, and copies of letters, is to be destroyed immediately.
- The last intercepted letter addressed to King Kuei and Fire Lord Zuko (sent by Iroh “Mushi”) is to be delivered to the addressees.
- The remaining correspondence covered by Order 194/AK-DL is to be completely destroyed.
- Further control of correspondence may arouse suspicion – the operation is considered closed.
- Destroy this order immediately after execution.
Justification:
The civil war in the Fire Nation ended with the victory of Fire Lord Zuko. Maintaining further control over the flow of information could raise suspicion about the Earth Kingdom's activities. In order to protect the interests of the Earth Kingdom and maintain political credibility, the operation is considered complete.
Note:
In the event of any questions or inquiries regarding the intercepted correspondence, maintain that the Dai Li were not involved in any activities related to mail control. The official version is that the delays were caused solely by the turmoil of war in the Fire Nation.
Dear Zuko,
First of all, I would like to apologize for not being in touch over the last few months. Aang and I have been quite busy with matters at the Air Temples and trying to find airbenders. On top of that, we encountered some minor issues with the Spirits (I will tell you more about that when we meet), which left us cut off from the world for weeks.
I suppose that's why we missed a lot of letters; and even if some did reach us, there's a good chance we're no longer where they arrived. I'm very sorry for the situation.
We arrived in Ba Sing Se today and learned that you canceled the Peace Summit that was supposed to take place in the summer. Is this related to the fact that the Fire Nation's borders have been closed for months and that Ozai escaped? I guess you ordered this to make sure Ozai doesn't try to escape the country, but to be honest, this situation has been going on for a little too long.
I spoke with Iroh, and to be honest, I'm worried. Iroh told me that you haven't replied to his letters in months, which you've never done before. In addition, Iroh has tried several times to enter Fire Nation territory, but he has always been refused, saying that it was your order. Iroh did not want to enter the Fire Nation by force because he did not want to violate your will, but I know he is worried. I also know that this sudden break in contact has saddened him greatly.
Furthermore, Toph has disappeared. No one has been able to contact her. Normally, I wouldn't be worried, because this is Toph, but in the current situation?
Zuko, something is going on. Don't try to pretend that everything is fine.
Please explain.
Your friend,
Katara
Royal Decree No. 1/05
By virtue of my rights as Fire Lord of the Fire Nation,
in light of the restoration of internal stability following a time of great division and hardship,
and in the interest of the safety of citizens and the maintenance of public order,
I hereby decree the following:
- The borders of the Fire Nation are hereby reopened to travelers, merchants, and diplomatic envoys.
- All sea and air ports shall resume operations under the supervision of local and military authorities in accordance with established security regulations.
- Trade, correspondence, and diplomatic exchange with foreign powers shall be restored. Customs and border services shall exercise vigilance and report regularly to the Central Defense Command.
- All restrictions imposed by Royal Decree No. 117/12 are hereby repealed and shall cease to have legal force as of the date of entry into force of this decree.
May this decree stand as a testament to the Fire Nation’s endurance and its renewed dedication to peace and unity.
Signed on the 1st day of the 5th Month of the 5th Year of Heika
at the Royal Palace in Caldera
Fire Lord Zuko
Uncle,
I apologize for not responding for so long. Your letter has only just reached me—as you rightly pointed out, most of your letters were either stopped at the border or returned to sender. Please do not be angry about this. It was due to the increased security measures we had to implement in response to the unstable situation in the country.
As you probably know, former Fire Lord Ozai was freed by a group of loyalists on the 11th month of last year. His supporters attempted to storm the capital, and when they failed to capture it, they retreated north and occupied the area throughout the winter and part of the spring.
It is with great sadness that I inform you that former Fire Lord Ozai is dead. He died on the battlefield in the province of Enkai, which he had taken control of at the very beginning of the rebellion. Ozai is not the only victim of the rebellion—Lady Ursa is also among the dead.
I apologize for not informing you as soon as possible.
Zuko
Jin,
Sorry for the sudden message, but I have to leave. I'm afraid I may be gone for several months.
I'm leaving the store in your hands. If you need anything, ask Zhou Hua for help, she's a wonderful girl.
Mushi
Dear Katara,
Please don't apologize for not being in touch. I am well aware of how busy you and Aang have been over the past few months. I myself have not kept up with correspondence either. As you well know, the borders have been closed for months, in accordance with the blockade I ordered.
I'm not sure how much you know, so let me summarize the current situation: Ozai's escape from prison was carried out by the Loyalists—those who supported Ozai and Azulon. Those who were dissatisfied with my rule. After Ozai's release, they gathered troops in the north of the country and occupied the area for several months.
Ozai is dead. He was killed in battle a few weeks ago. After his death, the Loyalist Coalition fell apart, allowing me to regain full control of the occupied territories. I am currently searching for traitors and passing sentences. Most of them will spend the rest of their lives in prison.
Toph has been in Caldera for several weeks, terrorizing my people. If you want to get her out of there, good luck. I still haven't been able to. Neither have Sokka and Suki (they arrived in Caldera a few weeks after Toph, as soon as the snow melted).
The situation in the country is under control, but I don't think we'll be able to host the Peace Summit. Too many things could go wrong. For this reason, the Peace Summit has been postponed until next year.
Zuko
King Kuei,
We'll have to disappear for a while. We'll be back later.
Thank you for your hospitality!
Avatar Aang
Waterbender Master Katara
Aang,
I can't believe I'm actually doing this, slipping a note under your door like you're a little kid.
Stop hiding in your room. I know things didn't go well with Azula, and she was right about some things, but that doesn't mean everything she said is true.
First and foremost, what happened WASN’T your fault. I don't blame you. Zuko doesn't blame you—he said so himself! Katara doesn't blame you. Iroh doesn't blame you. Mai doesn't blame you. Ty Lee doesn't blame you. Toph doesn't blame you. Suki doesn't blame you.
If anyone here was to blame, it was Ozai. Yes, you didn't kill him five years ago, but that doesn't mean that everything that happened in the Fire Nation was solely your fault. I won't deny that many things would have been easier if you had killed him then, but that doesn't mean you caused the civil war in the Fire Nation. I don't recall you being the one who freed Ozai.
Five years ago, you acted according to your morals and didn't kill Ozai. You were twelve years old and didn't want to become a murderer.
A few weeks ago, Zuko acted in the best interests of his country and gave the order to kill his father.
I won't pretend that what happened was justice. I won't pretend that anything that happened was okay.
Would there have been a war if Ozai had died five years ago? Maybe not. Maybe yes. There's no point in speculating about a potential future that didn't happen. What's done is done.
Would the war have ended sooner if you had shown up? Maybe.
But remember, Aang: Zuko asked for your help too late.
He had many opportunities to do so. He could have sent a letter to each of us, describing how serious the situation was BEFORE deciding to close the borders. He chose not to. Maybe he didn't want to put us in danger. Perhaps he didn't want to involve us because he felt he didn't need outside forces in his country. Perhaps he wanted to prove that he was a Fire Lord worthy of ruling the Fire Nation. Or perhaps he simply wanted to handle it himself.
Aang, Zuko knew that if he had just asked us for help, if he had explained everything, told us how serious the situation was, we would have been here in the blink of an eye.
Instead, Zuko didn't ask us for help. He closed the borders, which only complicated the whole situation — he probably didn't even know how many letters Iroh or Toph wrote to him. Tui and La, me, Suki, and Toph had to practically force our way into Fire Nation territory!
Also – I am almost entirely convinced that someone was monitoring your correspondence and deliberately keeping you and Katara in the dark. You couldn't do anything about it because you DIDN'T KNOW what was going on.
Stop blaming yourself for something that isn't your fault. Talk to Zuko about it. Besides, I'm convinced that right now it will be important to show the world that YOU are on Fire Lord Zuko's side.
You didn't fight him during the civil war. You didn't take part in that conflict. That's true.
But right now, you're in the Fire Nation. We're all in the Fire Nation. And I have a feeling we won't be leaving here for a while.
If you want to help, then stay. Don't run away. Talk to your friends.
Sokka
