Notes:

The whole premise here is that Tommy grew up as a human, and observed how Techno looses himself to his kills and becomes mean/unstable from his instincts. Despite this, Techno loves Tommy, and tried his best to appear gentle when he had control.

Naturally, when Tommy dies, and gets turned, he hates Techno for this. He never wanted to become a vampire! He doesn't want to change and slowly loose his humanity! And Techno doesn't regret his decision, even if it means Tommy stops talking to him, because at least it means he can still see Tommy and hear his voice. Meanwhile, Tommy feels torn between his love for his big brother who watched over him, and feelings of anger at what he perceives as betrayal.
