As Fire Lord, Zuko is being urged to marry soon. As the Beifong's heir, Toph is going through the same thing.
Not that Toph has a crush on Zuko or anything, because he doesn't really like anyone enough to marry them, but she sees this as an opportunity to suggest THEY get married.
