Summary
After the fall of Ba Sing Se the Avatar is presumed dead. The Southern Water Tribe, unable to withstand the mounting pressure of war, is forced to collapse into the larger, safer Northern Water Tribe. Months later, Fire Nation ships start appearing in Northern waters.
