Summary
The asset's orders at the end of The Winter Soldier weren't to kill Captain America, but to capture him, so that he could be wiped and turned into another asset. The asset has succeeded in that mission, capturing its target and taking him back to the Hydra base. But the Hydra soldiers are dead, captured, or fled, so there is no one there to give the asset new orders.
Alone with its captive, the asset has no instructions on how it is meant to act. But the more time it spends with its target, the more old protocols start to assert themselves, like the protocol that when that face is hurt and bleeding, the asset is supposed to clean away the blood.

Summary
Bucky looks around his room one last time. He has nothing to pack. Nothing he’s had during his stay has belonged to him, apart from the letter of pardon and the Silver Star he was awarded for gallantry in action against an enemy of the United States.
Bucky’s pretty sure it was because he fell off a train when he was doing his best to help Steve out, but he didn’t argue. He just took the blue velvet box, and then the next time he saw Steve he handed it over without ever having opened it.

Summary
Bucky is free from Hydra and safe in the Avengers Tower with Steve, but everyone expects him to make decisions all the time and it's difficult. He just wants Steve to take charge of things for him, to take care of him. Things would be so much easier if he could belong to Steve and not have to be his own person all the time.
There's comfort in being owned, even if he knows it's just a fantasy.
