Summary
Body splitter quirks are rare types of emitter quirk. In most recorded cases, the splitting is of different emotional states of the affected, with the rare instance of the splitting being different memory ages of the affected. All recorded cases have a time limit of the effect and, unlike most self-splitter Quirks, are registered around the world.
So it's a surprise when interacting with one Midoriya Izuku, that's not what happens at all.

OR: The past seven users of One For All have been revived. That's a problem considering the possibility of All For One being alive.
It's a bigger problem considering they all are now 15.
It’s a disastrous problem considering they only have their first 15 years worth of memories.

Rather than the police station, Katsuki's friends bring him to a hospital after rescuing him from the villains. His wounds were minor, but it didn't make having them treated any less important. As it would so happen, Best Jeanist was also brought to this hospital after the attack.
