Apparently years of brainwashing and conditioning cause the Winter Soldier to have bouts of anxiety. Very few realize it, but Rumlow's always had a keen eye, especially when it concern's his soldat. He finds the best way to deal with it, is to stick something into his soldat's mouth.
He just never imagined a time where Winter would shove something in his mouth.

The Soldier could not stop shaking. He had gone directly from activation into the frigid night, walking through twelve kilometers of snow and ice to eliminate his target. The man had been preparing to leave the country under the cover of the blizzard, but the Soldier moved faster than the target could. The mission was completed without any complications, at least. He arrived at the rendezvous still shivering, his right arm barely able to hold the rifle by the end of his march. The Commander was displeased, scowling as he opened the door of the rundown little safehouse.
“Get the fuck in here.”

Mattias blanched. There was no retirement from HYDRA. Only death, usually slow and painful. The Soldier had been at hand for many of these. The Secretary found his methods of execution quite pleasing. He thrilled at the implication, eyes meeting the agent’s, teeth bared in a feral grin. He would be happy to supply his retirement. Mattias tried to scrabble away from him, Rollins’ still holding firm.
“You really wanna stick your dick in that, Brennan? Lookit ‘em. Hasn’t even had his dinner yet. He’d eat you right up, sugar.”

Summary
Hydra was a cult, and cults require funding. Pierce had the perfect idea: To sell an hour of the asset's time to the highest bidder for the future glory of Hydra. He just doesn't seem to realise how deep the bond between the asset and his handler goes, or who exactly the loyalty of his greatest Strike team is to.
But at the end of the day, it doesn't matter what Pierce or any of his rich friends do to the asset's body, because Rumlow owns his soldat's soul.
