Overwatch existed, sure, but McCree'd never thought much about them. They steered clear of the Deadlock gang, and the Deadlock gang steered clear of them, and it worked out rather well for them both. Unfortunately, McCree didn't know better than to steer clear of the Shimadas, too. When he joined the raid to cut off their burgeoning American branch, he hadn't expected it to end like this.
