Summary
A young Loki feels neglected as Thor starts training and like his big brother doesn't care about him anymore. Loki gets sick and his sorcery goes haywire, causing magical mishaps including shifting Thor's form. He decides to keep his big brother that way until Thor reassures Loki that he still loves his little brother most. Years later on the Statesmen, the brothers banter and reminisce.

Odin, instead of banishing Thor to Midgard, strips him of all the facets of his identity as Prince Thor of Asgard, sentencing him to live as a mute thrall in Asgard until he proves himself worthy. Loki convinces their father to put Thor in Loki's service. Thor isn't best pleased about his little brother being his 'master', and Loki is a little too pleased about it. The situation gives them both perspective on each other, the chance to mend their frayed brotherhood, and the opportunity for them to realize they have some less than brotherly feelings for each other.
Also, there's the little matter of Loki's parentage and Loki becoming king when Odin falls into the Odinsleep, and Thor is in the Vault this time.

Loki conquers Midgard and claims Thor as his prize, then binds Thor's powers to leave him nearly mortal. His mind still hazy from The Other and the scepter, Loki is set on having his revenge. Loki eventually regains a clear head and Thor offers to leave with Loki to be his willing shadow if Loki will surrender Midgard. But Thor is biding his time until he can turn the tables and regain his powers.
Not as shady as the tags make it sound.
