Nil and Aloy had more than just a connection over killing bandits, but when her mission took her to the Forbidden West, she knew she had to go someplace he could not follow, and left him behind.
When Kotallo gets injured at the Embassy, he believes his life is over. He can no longer serve the Tenakth in the way the Ten intended, and he should go out with an honourable death. When Hekarro tasks him with taking the outlander to the Bulwark, he figures that would be as good a time as any to let go.
