Summary
Japan requires that omegas be mated within a month of graduating high school, before they can go on to university, get a job, or even before receiving their full Hero License.
It’s sexist, it’s degrading, and Katsuki fumes about it as he storms to Reformatory Class 3, clutching the item he promised Nedzu he’d deliver.
Hero life has become a bit more boring in Japan over the years. During Katsuki's three years in UA, he's only seen a handful of major villains. Nothing exciting ever really happens at this school, but he appreciates the way Japan is genuinely trying to help its people instead of simply treating all villains as evildoers without morals.
UA has Reformatory Classes now, separated into Level 1, 2, and 3, not Class as the name suggests, because their ages vary so much, but by Level, based off how close they are to reentering society—1 needing the most work, 3 being closest to freedom.
But apparently Japan’s ideals for helping doesn’t extend to omegas.- Language:

It’s quiet, small and everyone is a little too nosy but at least it’s away from an abusive and horrible relationship. Starting over is hard but you figure it can’t be that difficult, most of the locals are friendly after all.
Especially the man that lives on the mountain with burning blue eyes and a little too much knowledge on the local shrine.

“Hah, fucker!” A voice shouts.
“Stay here, Dabi,” Touya instructs his bee. “I’m going to check this out.”
He squeezes through the small space on the window and stays silent as he steps up a book standing on its end. He peeks around the side and his eyes widen at the man before him.
His jaw is sharp, cheeks soft, nose refined. His eyes are angular and bright red; like the most flawless of rubies. His head and face are framed by blonde spikes.
“Ah, too chicken shit to fight me, huh?” The man says, brandishing a wooden toothpick. He twirls it in his hands, around his back, spins around and, with another shout, jabs the end into the book.
“Maybe I would be a better fight?” Touya says, tugging his sword from the sheath on his hip as he leaps out from behind the book.
The blonde startles and jumps backwards. His eyes widen in shock, and he grips the toothpick with both hands as he points it at him. “Who the fuck are you?”
“Sorry, I didn’t mean to scare you,” Touya says. He pointedly tucks his blade away and holds up his empty hands. His four iridescent pale blue wings flutter behind him. “There, no more sword.”

Summary
Sure, he was one of the only heroes who could stand against Riot, one of the only ones who actually gave him a run for his money even though the villain’s quirk mostly rendered his explosions null and void, but that didn’t mean he should be chosen for a goddamn infiltration mission. Katsuki was the best of the best, make no mistake, but even he could admit sending a rookie hero on a high-profile infiltration op was a bad idea, even if it was him.
Katsuki gets sent to infiltrate Blood Riot's empire as a potential new recruit to spy for the Commission.
It goes much, much better than he expected it to.
