Summary
Natasha wanted to be a better person, she wanted to use her skills for something beyond just killing mobsters, politicians, or whoever was a target for the Red Room. Clint Barton was sent to eliminate the threat the redhead posed to SHIELD, but he was surprised when she surrendered and chose to be taken by the agency. Everything would be better away from her home country. A weapon.
Romanoff showed a desire for change, and Nick Fury saw in her the perfect opportunity to enhance SHIELD's arsenal of agents with Romanoff's skills, so he tasked Maria Hill, his best agent, with evaluating the Russian. Maria, who had recently left the Navy for personal reasons, realized that she was only helping Natasha become what she was raised to be and not what she wanted to be.
Hill found herself in an internal moral conflict: should she follow the order she was given, as the agent she was, and give a woman who had already endured all kinds of atrocities a job where she did exactly what she was forced to do, only this time "legalized," or should she give her the chance to choose how to use her abilities, give her a normal life as much as possible, and go against Fury's orders to do so?

Agatha smiled like a cat stretching out in a sunbeam. “So, answer a few things for me. Just for fun.” Agatha leaned in closer, the tips of their shoes brushing now. “Would you rather lose your sense of taste... or touch?”
Suspicion flickered in Rio’s brow. “Taste,” she said slowly, “easily.”
Agatha didn’t stop. “Have you ever lied to me?”
Rio’s heart kicked against her ribs, almost loud enough to drown out the music. “…Yes,” she whispered.
"Did you feel bad about it?”
The question was gentler. Sadder, somehow. “Yes.”
“Why do you lie then?”
“I…” Rio faltered, blinked. “I don’t know. Fear, maybe.”
“Do you think about kissing me?”
Rio’s breath stuttered.
“It’s okay,” Agatha murmured. “Why don’t you?” Another silence. This one louder. Agatha’s voice dropped to a whisper, low and dark and protective. “That’s okay. You don’t have to answer everything.” -

Rio stood, her movements slow and deliberate, like a predator that didn’t need to rush. "It means," she said, stepping toward her, "there are things about yourself, about us, that you’ve forgotten."
Something cold curled around Agatha’s spine.
"But you’re starting to remember now," Rio continued, her voice softer, more knowing. "Aren’t you?"
And suddenly, she was.
The image hit her like a slap, flashes of a dense forest, a hand gripping hers, laughter echoing in the trees, a warmth that felt like home. It was there, just out of reach, teasing at the edges of her mind.
She staggered back, her breath catching. "What... what are you?" she whispered, voice barely audible.
Rio’s lips curled into a faint smile. "That’s the right question, darling." Her eyes gleamed. "And when you’re ready to hear the answer, I’ll tell you."
