Summary
While 80% of people born into the world now will develop a quirk, the left over 20% are left quirkless. This 20% do not develop any abilities, and they do not obtain any soulmate markings. This can get tricky if your soulmate is a quirk user, however, because of how rare it is. It has only happened a few times in the history of quirks. It is even rarer to have two soulmates as someone without a quirk. In fact, it had never happened before Hizashi and Shota found their third working in a coffee shop on the way to their Hero Work-Study agencies.
