No one noticed when Izuku manifested his quirk. Not at first.
A week later and people began to take notice. After a statistically improbable week without a single death, people took notice. After deadly wounds were shrugged off like nothing, people took notice. Time passed and still no one could die. When the city of Musutafu became engulfed in the phenomenon dubbed 'The Zone', people were wary. No one could uncover what caused The Zone. It was an unknown, some claimed. It went against the laws of the world, some claimed. It was profitable, others claimed.
Humans adapt. It's what they do. When faced with the bizarre, humanity adapts. The strange becomes mundane.
The rest of the world looks on in horror.
Izuku's quirk emits a massive no-kill zone around him. This has consequences.

On July 15, 20XX a green haired woman lay on a cot in a small rundown Hospital. Tears dripped down her face as she agonizingly birthed her child. After several hours, small wails could be heard from the newborn. On their head were small tufts of green hair, the color of trees and forests. The green haired woman reached out her arms as the nurse gave the green haired woman her child back. Swaddled in a white blanket the child slowly opened their eyes, in them were galaxies and the distant past (or was it the future?). The green haired woman hugged her child tight and smiled. The words "Welcome Home Izuku" echoed throughout the room.

The man gingerly raises his head, enough so that now Naomasa at least has view of his eyes past the green curls that hang down over his forehead. He repeatedly opens his mouth as if to respond, though no words come forth. Eventually, he simply closes his eyes for a solid minute before reopening them. They land on him first, then move to contemplate the handcuffs that still restrain his wrists to the table. Finally, both of them lock eyes, and Naomasa can see the newly found sense of composure. His lips part, and he speaks.

I am writing this for a fanfic prompt someone wrote. I'll just use their summary.
In the future where everyone of class 1-A is 25 years old the hero world in Japan is at a loss. Eri and Lemillion along with a person that can send a persons memory back a day, agreed to send the Only class in UA 11 years into the past to stop and kill Izuku Mirdoriya from be the Next All For One, stop the Leque of Villians and prevent the prefect creation of Nomus. When they go back in time the Villian Izuku Modoriya is not a terror that he was in the future but instead they saw a quirkless kid being bullied by their so called fellow hero to be, Katsuki Bakugou.
